Assembly Concurrent Resolution No. 23—Relative to Automated External Defibrillator Awareness Week.

LEGISLATIVE COUNSEL’S DIGEST

ACR 23, as amended, Salas. AED Awareness Week.

This measure would designate the week of June 1 through June 7, 2015, as Automated External Defibrillator (AED) Awareness Week in California.

P2    1WHEREAS, AED is an acronym used as an abbreviation for
2Automated External Defibrillator; and

3WHEREAS, AEDs are portable medical devices that use
4electrodes to automatically analyze and detect cardiac arrhythmia
5of sudden cardiac arrest patients; and

6WHEREAS, AEDs are able to produce a shock that stops the
7heart and allows it to return to a normal rhythm, a process called
8defibrillation; and

9WHEREAS, AEDs are used in the event of a sudden cardiac
10arrest, which is a condition in which the heart suddenly stops
11pumping blood and quivers erratically; and

12WHEREAS, About 360,000 cases of sudden cardiac arrest occur
13yearly, typically without any warning signs; and

14WHEREAS, More than 7,000 children and young adults
15experience sudden cardiac arrest in the United States each year;
16and

17WHEREAS, The interval between a 911 call and the arrival of
18emergency medical services personnel is typically longer than five
19minutes and achieving high survival rates therefore depends on
20cardiopulmonary resuscitation and AED use; and

21WHEREAS, The window of opportunity for using an AED is
22very small. Defibrillation is more successful if performed within
23five minutes of the cardiac arrest. Studies show that the chances
24of survival decrease 7 to 10 percent with every minute that passes
25after the person’s heart stops beating; and

26WHEREAS, Optimal AED placement allows a person to grab
27the AED and return to the victim; and

28WHEREAS, Given that a person’s chances of surviving a sudden
29cardiac arrest decrease so rapidly, it is important that Californians
30are aware of the importance of AEDs and their life-saving potential;
31and

32WHEREAS, The American Heart Association, the American
33Red Cross, and the National Safety Council prepare related public
34awareness and training campaigns on cardiopulmonary
35resuscitation and AED use, to be held during the first week in June
36of each year; now, therefore, be it

37Resolved by the Assembly of the State of California, the Senate
38thereof concurring,
That the week of June 1 through June 7, 2015,
39be designated as Automated External Defibrillator (AED)
40Awareness Week in California; and be it further

2of this resolution to the author for appropriate distribution.
