Assembly Concurrent Resolution No. 36—Relative to the Honor and Remember Flag.

LEGISLATIVE COUNSEL’S DIGEST

ACR 36, as introduced, Gray. The Honor and Remember Flag.

This measure would designate the Honor and Remember Flag as the state’s emblem of service, and encourage the display of that flag at all state military memorials, state veteran cemeteries, and certain other public displays.

P1    1WHEREAS, Since the Revolutionary War, more than one
2million members of the United States Armed Forces have paid the
3ultimate price by sacrificing their lives in the line of duty; and

4WHEREAS, The contribution of those fallen members of the
5United States Armed Forces are deserving of national recognition;
6and

7WHEREAS, There is no officially recognized symbol that
8specifically acknowledges members of the United States Armed
9Forces who have died in the line of duty; and

10WHEREAS, House Resolution No. 1034 of the 111th Congress
11designates the Honor and Remember Flag, created by Honor and
12Remember, Inc., to officially recognize and honor fallen members
13of the United States Armed Forces; and

P2    1WHEREAS, The Honor and Remember Flag’s red field
2represents the blood shed by brave men and women who sacrificed
3their lives for freedom; and

4WHEREAS, The Honor and Remember Flag’s blue star is a
5symbol of active service in military conflict that dates back to
6World War I; and

7WHEREAS, The Honor and Remember Flag’s white border
8recognizes the purity of sacrifice; and

9WHEREAS, The Honor and Remember Flag’s gold star signifies
10the ultimate sacrifice of a warrior in active service who is not
11returning home and reflects the value of the life given; and

12WHEREAS, The Honor and Remember Flag’s folded flag
13element highlights this nation’s final tribute to a fallen
14serviceperson and a family’s sacrifice; and

15WHEREAS, The Honor and Remember Flag’s flame symbolizes
16the eternal spirit of the departed; and

17WHEREAS, It benefits the State of California to answer calls
18for a unifying symbol recognizing this nation’s solemn debt to the
19estimated 1.6 million fallen servicepersons throughout history and
20the families and communities who mourned their loss; now,
21therefore, be it

22Resolved by the Assembly of the State of California, the Senate
23thereof concurring,
That the Legislature designates the Honor and
24Remember Flag as the state’s emblem of service and sacrifice by
25the brave men and women of the United States Armed Forces who
26have given their lives in the line of duty; and be it further

27Resolved, That the Legislature encourages the display of the
28Honor and Remember Flag at all state military memorials and state
29veteran cemeteries, as well as public displays on Armed Forces
30Day, Memorial Day, Flag Day, Fourth of July, National POW/MIA
31Recognition Day, Veterans Day, Gold Star Mother’s Day, and
32whenever there is a state military casualty; and be it further

33Resolved, That the Chief Clerk of the Assembly transmit copies
34of this resolution to the author for appropriate distribution.
