Amended: 3/26/15 in Assembly Vote: 21 ASSEMBLY FLOOR: Read and adopted, 3/26/15 SUBJECT: Brain Injury Awareness, Treatment, and Prevention Month SOURCE: Brain Injury Association of California DIGEST: This resolution designates the month of March 2015, and each year thereafter, as Brain Injury Awareness, Treatment, and Prevention Month. ANALYSIS: This resolution makes the following legislative findings: 1)It is estimated that more than 5.3 million Americans are living with disabilities related to traumatic brain injury (TBI). Each year, 2.5 million Americans sustain TBIs and 250,000 of those sustaining TBIs live in California. 2)TBI is a contributing factor in roughly one-third of all injury-related deaths in the United States which are largely the result of falls, motor vehicle crashes, assaults, sporting-related injuries, or occupational injuries. ACR 48 Page 2 3)TBI is the signature injury of the wars in Iraq and Afghanistan, presenting new challenges for members of the military and their families. 4)The federal Centers for Disease Control and Prevention (CDC) estimates that as many as 3.8 million sports and recreation-related concussions occur in the United States annually; which has drawn significant national attention due to the negative long-term health outcomes. The Federal Traumatic Brain Injury Reauthorization Act of 2014 has provided new authority for the CDC to review brain injury management in children, and to identify ongoing and potential opportunities for research. 5)The Brain Injury Association of California offers education and support to individuals with TBI and their families to help those individuals integrate into the community and live as independently as possible. This resolution designates the month of March 2015, and each year thereafter, as Brain Injury Awareness, Treatment, and Prevention Month, and encourages public officials and the citizens of California to observe the month with appropriate activities and programs to raise awareness about TBI symptoms, treatments, and prevention. Prior Legislation SCR 74 (Gaines, Resolution Chapter 115, Statutes of 2012) designated March 2012 as Brain Injury Awareness Month, and applauded the Brain Injury Association of California for its contributions toward educating Californians on matters pertaining to TBI.
