Amended: 5/7/15 in Assembly Vote: 21 ASSEMBLY FLOOR: Read and adopted, 5/7/15 SUBJECT: California Senior Bill of Rights SOURCE: SEIU California SEIU-United Long-Term Care Workers Union DIGEST: This resolution declares the Legislature's support of older Californians by continuing the state's commitment to them in specified ways. ANALYSIS: This resolution makes the following legislative findings: 1)Older Californians have worked hard all their lives, built our state, and defended our nation, among other things, and thus deserve a dignified, secure and independent retirement for their contributions. 2)The number of Californians 60 years of age or older to reach 12 million by 2030. Many Californians are living longer and working longer than past generations, many of whom are reliant upon local, state and federal services to be independent, safe, and to maintain a dignified life. ACR 49 Page 2 3)In times of economic downturn, seniors are subjected to greater instances of poverty, hunger, and homelessness, and are increasingly subjected to fraud, scams, exploitation and abuse which deprives them of dignity, financial security, and access to quality health care. This resolution states that the Legislature and the people of California should uphold and protect the dignity and independence of older Californians by continuing the state's commitment to provide these individuals with certain supportive programs and services. Prior Legislation ACR 202 (Corbett, Resolution Chapter 119, Statutes of 2002) declared that it is the goal of the Legislature that every senior in California receive the best possible health care and that, in order to achieve this goal, the Legislature finds and declares that seniors ought to have specified rights.
