Assembly Concurrent Resolution No. 4—Relative to the Joel Mendenhall Memorial Highway.

LEGISLATIVE COUNSEL’S DIGEST

ACR 4, as amended, Waldron. Joel Mendenhall Memorial Highway.

This measure would designate abegin insert specifiedend insert portion of State Highway Route 76 in the County of San Diego as the Joel Mendenhall Memorial Highway. The measure would also request the Department of Transportation to determine the cost of appropriate signs showing this special designation and, upon receiving donations from nonstate sources covering the cost, to erect those signs.

P1    1WHEREAS, Joel Mendenhall was a real cowboy and cattle
2rancher, who embraced the values of the Old West, but also
3understood the demands and markets of today’s world; and

4WHEREAS, Joel Mendenhall was part owner of Homegrown
5Cattle Company, Homegrown Meats, My Country Club Hunting
6Ranch, and La Jolla Butcher Shop in La Jolla; and

7WHEREAS, Joel Mendenhall was a man who was quiet, but
8friendly, dependable, resourceful, devoted to his family, and always
9ready to help someone who needed it; and

P2    1WHEREAS, Joel Mendenhall’s family history dates back to the
2first homesteaders of the Palomar Mountain area in the mid-1800s;
3and

4WHEREAS, Joel Mendenhall’s work ethic was based on doing
5what was needed to get the job done, never punching a clock, often
6working well into the night in all kinds of weather, and
7demonstrating self-sufficiency and a willingness to be there for
8others who needed help; and

9WHEREAS, Joel Mendenhall always knew where the bass were
10biting, the eagles were nesting, the turkeys were roosting, the big
11bucks were in rut, or where a mountain lion might be prowling;
12and

13WHEREAS, Joel Mendenhall was comfortable on a good horse,
14skilled at roping and wielding a branding iron, and enjoyed
15competition between himself and his dad for big buck bragging
16rights; and

17WHEREAS, Joel Mendenhall was always the first to help a
18young lady bag her first deer, an old hunter drag out a downed
19buck, or offer amazingly detailed instructions on where to set up
20for opening day of turkey season; and

21WHEREAS, Joel Mendenhall died in a tragic ranching accident
22on September 2, 2013, at 30 years of age; and

23WHEREAS, Joel Mendenhall is survived by his wife, Jenna,
24his three young daughters, and his parents, Frank and Janice
25Mendenhall, and will be missed by his family and many friends,
26outdoorsmen, ranchers, business partners, and the community of
27which he was a treasured part; now, therefore, be it

28Resolved by the Assembly of the State of California, the Senate
29thereof concurring,
That the Legislature hereby designatesbegin delete theend deletebegin insert thatend insert
30 portion of State Highway Route 76 from post milebegin delete 43.25 to the
31eastern intersection of State Highway Route 76 and County Road
32S6, also called Palomar Mountain Road, atend delete
begin insert 47.790, starting at
33County Route S-7, East Grade Road, end insert
begin insertwest toend insert post milebegin delete 38.25,end delete
34begin insert 42.790 at East Palomar Roadend insert in the County of San Diego, as the
35Joel Mendenhall Memorial Highway; and be it further

36Resolved, That the Department of Transportation is requested
37to determine the cost of appropriate signs consistent with the
38signing requirements for the state highway system showing this
39special designation and, upon receiving donations from nonstate

2be it further

3Resolved, That the Chief Clerk of the Assembly transmit copies
4of this resolution to the Director of Transportation and to the author
5for appropriate distribution.
