BILL ANALYSIS Ó ACR 4 Page 1 Date of Hearing: April 6, 2015 ASSEMBLY COMMITTEE ON TRANSPORTATION Jim Frazier, Chair ACR 4 (Waldron) - As Amended April 6, 2015 SUBJECT: Joel Mendenhall Memorial Highway SUMMARY: Designates a portion of State Highway Route (SR) 76 in San Diego County as the Joel Mendenhall Memorial Highway. Specifically, this resolution: 1)Designates the portion of SR 76 in San Diego County from East Grade Road to East Palomar Road as the Joel Mendenhall Memorial Highway. 2)Requests that the Department of Transportation (Caltrans) determine the cost of appropriate signs showing these special designations and, upon receiving donations from non-state sources covering that cost, to erect those signs. EXISTING LAW: Assigns Caltrans the responsibility of operating and maintaining state highways, including the installation and maintenance of highway signs. FISCAL EFFECT: Unknown, but the measure requests that Caltrans only erect the appropriate signage upon receiving donations from non-state sources covering the cost. ACR 4 Page 2 COMMENTS: This resolution designates a portion of SR 76 in San Diego County as the Joel Mendenhall Memorial Highway. An avid outdoorsman, Mendenhall was a 6th generation cattle rancher on Palomar Mountain and the part owner of the Homegrown Cattle Company, Homegrown Meats, My Country Club Hunting Ranch, and the La Jolla Butcher Shop. He lost his life in a tragic ranching accident in September, 2013 at the age of 30. Mendenhall is survived by his wife Jenna and three young daughters.
