SUBJECT: Joel Mendenhall Memorial Highway

DIGEST: This resolution designates a portion of State Highway
Route (SR) 76 in San Diego County as the Joel Mendenhall
Memorial Highway.
ANALYSIS: This resolution designates a portion of SR 76 in San
Diego, beginning at post mile 47.790 at County Route S-7, East
Grade Road, going west to post mile 42.790 at East Palomar Road,
as the Joel Mendenhall Memorial Highway. This resolution
further requests that the Department of Transportation erect
appropriate signs upon receiving donations from non-state
sources to cover the costs.

Comments
Purpose. The author introduced this resolution to honor the
life of Joel Mendenhall.
Background on Mr. Mendenhall. Mr. Mendenhall's family history
dates back to the first homesteaders of the Palomar Mountain
area in the mid-1800s. Mr. Mendenhall's parents own the
Mendenhall Ranch in Palomar Mountain, and Mr. Mendenhall was a
sixth-generation rancher.
Mr. Mendenhall was a member of the California Waterfowl
Association. He actively participated each year in the Junior
Pheasant Hunt Program, a free program that helps introduce young
people to hunting, outdoor safety, and ethics. Mr. Mendenhall
also owned My Country Club Hunting Ranch, which provides
camping, hunting, and fishing for its members.
Mendenhall's Homegrown Cattle Company, which Mr. Mendenhall
owned along with a group of investors, supplies grass-fed beef
to Whole Food Markets Inc. in San Diego and Orange Counties. It
is one of the largest organic, grass-fed programs in California.
The company's products are also certified by the American Grass
Association and the Animal Welfare Approved Association. He was
also part owner of Homegrown Meats/La Jolla Butcher Shop in La
Jolla.
Mr. Mendenhall was killed in an accident on September 2, 2013,
when a wheel loader he was repairing came down and pinned him
between a wheel and an axle. He was 30 years old. He is
survived by his wife, Jenna; his three young daughters; and his
parents, Frank and Janice.
Related/Prior Legislation
ACR 165 (Waldron, 2014) was virtually identical to this
resolution. ACR 165 was introduced last August but did not get
to the Senate Floor in time to be considered before the
legislative session ended.
