SUMMARY: Designates a portion of State Highway Route (SR) 76 in San Diego County as the Joel Mendenhall Memorial Highway. The Senate amendments make a minor, technical amendment to the description of the highway segment being named. EXISTING LAW: Assigns the California Department of Transportation (Caltrans) the responsibility of operating and maintaining state highways, including the installation and maintenance of highway signs. AS PASSED BY THE ASSEMBLY, this resolution: 1)Designated the portion of SR 76 in San Diego County from East ACR 4 Page 2 Grade Road to East Palomar Road as the Joel Mendenhall Memorial Highway. 2)Requested that Caltrans determine the cost of appropriate signs showing these special designations and, upon receiving donations from non-state sources covering that cost, to erect those signs. FISCAL EFFECT: According to the Senate Appropriations Committee, pursuant to Senate Rule 28.8, negligible state costs. COMMENTS: This resolution designates a portion of SR 76 in San Diego County as the Joel Mendenhall Memorial Highway. An avid outdoorsman, Mendenhall was a 6th generation cattle rancher on Palomar Mountain and the part owner of the Homegrown Cattle Company, Homegrown Meats, My Country Club Hunting Ranch, and the La Jolla Butcher Shop. He lost his life in a tragic ranching accident in September 2013, at the age of 30. Mendenhall is survived by his wife Jenna and three young daughters.
