           SUBJECT:   National Night Out

          DIGEST:  This resolution proclaims August 4, 2015, as National  
          Night Out in California and urges the people of California to  
          observe and participate in National Night Out.  

          ANALYSIS:  This resolution makes the following legislative  
          finding:

          1)National Night Out is an effective, inexpensive, and enjoyable  
            program to promote and recognize neighborhood spirit and  
            police-community partnerships in our fight for a safer nation,  
            and provides community benefits that extend throughout the  
            entire year.

          2)It is essential that Californians be aware of the importance  
            of crime prevention programs and the impact that their  
            participation can have on reducing crime. 

          3)National Night Out is designed to increase crime prevention;  
            generate support for, and participation in, local anticrime  
            efforts; strengthen neighborhood spirit and police-community  
            partnerships; and send a message to criminals; letting them  
            know neighborhoods are organized and fighting back.

          4)Over 37.8 million people participated in National Night Out in  
            2014, including citizens, law enforcement agencies, civic  
            groups, businesses, neighborhood organizations, and  local  
            officials from over 16,124 communities worldwide.

          5)This resolution proclaims August 4, 2015, as National Night  
            Out in California and urges the people of California to  
            observe and participate in National Night Out.  

          Comments
          
          According to the author:

             Crime touches every corner of California. Local Law  
             Enforcement and Neighborhood watch communities have kept  
             our streets safe for generations. With the initial  
             sacrifice of these individuals, California's crime rate  
             is in decline. Therefore we should recognize the  
             importance of crime-prevention efforts. 

             A populace that is educated on the topic of  
             crime-prevention will allow for a safe and peaceful  
             society. Citizens will know what to expect from criminal  
             activity and how to combat it.  

             National Night Out is an annual community-building  
             campaign that promotes police-community partnerships and  
             neighborhood camaraderie to make our neighborhoods a  
             safer, better place to live. The event has been held  
             annually since 1984 and is sponsored by the National  
             Association of Town Watch. The events are typically  
             organized by block watches, non-for-profit organizations,  
             companies, and police departments. These events can be as  
             simple as backyard cookouts to full-blown festivals like  
             the one on the west side of Columbus, Ohio.
