P1 1WHEREAS, Innovation and an entrepreneurial spirit are woven
2into our identity as Americans. We are the pioneers that always
3look beyond to the next frontier. From sending a man to the moon,
4to leading the Internet revolution, the world has always looked to
5America to lead into the future. And time and again, we have

8aspect of our modern world. Our smartphones, which evolve daily,
9have enabled instant global communication and a more robust
10exchange of ideas and knowledge. Our children and grandchildren
11have the chance for longer and healthier lives because of
12breakthroughs in medical technologies and drug treatments.
13Cutting-edge processes have turned the United States into a leader
14in energy production, while better data and advanced weather
15warning systems hold the promise of saving lives from natural
16disasters; and
17WHEREAS, The truth is, the next great medicine, energy source,
18or communication platform won’t be stamped “Made in
19Sacramento” on the bottom. Our greatest asset and the biggest

21laws that support and enable the people of California, instead of
22regulations that hold them back; and
23WHEREAS, Innovation is essential to achieving and maintaining
24economic prosperity in this increasingly competitive world, and
P2 1our place as the most innovative nation on Earth cannot be taken
2for granted. We must stay focused on promoting growth and
