Assembly Concurrent Resolution No. 53—Relative to the Richard “Dick” Dickerson Memorial Highway.

ACR 53, as amended, Dahle. Richard “Dick” Dickerson Memorial Highway.

This measure would designatebegin insert a portion ofend insert Statebegin insert Highwayend insert Route 44begin delete from Airport Road to East Streetend delete in the City of Redding as the Richard “Dick” Dickerson Memorial Highway. The measure would also request the Department of Transportation to determine the cost of appropriate signs showing this special designation and, upon receiving donations from nonstate sources covering that cost, to erect those signs.

P2    1WHEREAS, Richard “Dick” Dickerson had an exemplary career
2in law enforcement and as a government leader with service both
3in the California State Assembly and the Redding City Council;
4and

5WHEREAS, Dick Dickerson served in the Assembly from 1998
6to 2002, inclusive, representing the 2nd Assembly District, which
7included the northern California Counties of Colusa, Glenn, Shasta,
8Siskiyou, Sutter, Tehama, Trinity, and parts of the Counties of
9Butte and Yolo. As a result of redistricting, the County of Shasta,
10which includes the City of Redding, is now in the 1st Assembly
11District; and

12WHEREAS, Dick Dickerson, a former 30-year law enforcement
13officer, brought commonsense experience to the office and became
14a voice for crime victims during his first term as vice chair of the
15Assembly Committee on Public Safety; and

16WHEREAS, Dick Dickerson served as vice chair of the
17Assembly Committee on Water, Parks, and Wildlife during both
18of his terms in the Assembly. In negotiations with the Governor
19during his first term, Dick Dickerson secured $20 million to
20complete studies on aboveground water storage as a major
21concession for the legislative passage of water bond legislation;
22and

23WHEREAS, Dick Dickerson was a staunch supporter of the
24proposed Sites Reservoir in Colusa County and raised awareness
25among the Members of the Legislature that additional storage was
26needed to meet the water supply needs of a growing state. Along
27with the Northern California Water Association, he successfully
28pushed forward the audit of California’s land acquisition policies;
29and

30WHEREAS, While in the Assembly, Dick Dickerson retained
31a seat on the Assembly Committee on Natural Resources and
32authored legislation to remove vegetation that had become
33hazardous fuel so it could be used as energy-producing biomass;
34and

P3    1WHEREAS, As a member of the Assembly Committee on
2Budget specializing in the resources area, Dick Dickerson obtained
3$4.58 million for the Department of Forestry and Fire Protection
4and the Department of Corrections and Rehabilitation, known at
5the time as the Department of Corrections, to pay for the
6reactivation of fire crews composed of nonviolent inmates from
717 conservation camps throughout California. These inmates were
8utilized for assistance with fighting fires, emergency flood work,
9and environmental restoration, with seven of the camps located in
10northern California and five located within Assembly Member
11Dickerson’s district; and

12WHEREAS, During his time in the Assembly, Dick Dickerson
13sat on more committees than any other Republican member. His
14committee assignments throughout his term in office included
15chair of the Assembly Committee on Veterans Affairs, vice chair
16of the Committee on Water, Parks, and Wildlife, and member of
17the Committees on Natural Resources, Public Safety, Budget,
18Governmental Organization, Insurance, Health, and Energy Costs
19and Availability; and

20WHEREAS, In the wake of the September 11, 2001, tragedy,
21Dick Dickerson was appointed to the Task Force on Terrorism;
22and

23WHEREAS, Dick Dickerson served on nine select committees,
24including CALFED, Juvenile Justice, Air and Water Quality,
25California Indian Nations, California Wine, Protection of Inland
26Waterways, Rural Economic Development, Department of Motor
27Vehicles, and Gun Violence; and

28WHEREAS, Dick Dickerson authored 20 bills that were enacted
29during his time in the Assembly. During the 2001 legislative year,
30he had seven bills signed into law by Governor Gray Davis,
31including legislation to increase the presence of deputies and
32firefighters on our streets and in our communities, to enhance the
33protection of children from molesters, and to provide assistance
34for olive growers in their battle against the olive fruit fly.
35Legislation authored by Dick Dickerson also established a rice
36industry certification system that allowed California farmers to
37compete globally. Also through legislation authored by Dick
38Dickerson, local transportation dollars were returned to counties
39that incurred savings on their construction projects; and

P4    1WHEREAS, Dick Dickerson was an effective negotiator in the
22001 budget discussions, securing $8 million for the economic
3recovery in the Klamath Basin, a permanent sales tax exemption
4on agriculture and forestry equipment and parts, a permanent tax
5exemption on propane and agricultural diesel, $500,000 of ongoing
6funding for rural county sheriff’s departments, $70 million on tax
7relief for senior citizens, and $40 million in school equalization
8funding; and

9WHEREAS, The numerous awards and commendations Dick
10Dickerson received throughout his tenure in the Assembly attest
11to his stellar record of public service, including Awards of
12Appreciation from the Far West Equipment Dealers Association,
13Klamath Water Users Association, and Rice Producers of
14California; and

15WHEREAS, After serving in the Assembly, Dick Dickerson
16served on the Redding City Council from 2004 to 2012, inclusive,
17serving twice as mayor of the City of Redding; and

18WHEREAS, Dick Dickerson passed away on September 28,
192014, and is survived by his wife of 33 years, Betty, his four
20children, Laurie Steele, Scott Dickerson, Scott Smithson, and
21Karrie Haynes, his niece, Julie McClean, and his eight
22grandchildren; and

23WHEREAS, Through his public service activities, Dick
24Dickerson made a significant impact on the people of the former
252nd Assembly District, the City of Redding, and the State of
26California, and he will be greatly missed by all those individuals
27with whom he was associated; now, therefore, be it

28Resolved by the Assembly of the State of California, the Senate
29thereof concurring,
That the Legislature hereby designates the
30portion of Statebegin insert Highwayend insert Route 44 from Airport Road tobegin delete East
31Streetend delete
begin insert the Central Redding Interchangeend insert in the City of Redding as
32the Richard “Dick” Dickerson Memorial Highway; and be it further

33Resolved, That the Department of Transportation is requested
34to determine the cost of appropriate signs consistent with the
35signing requirements for the state highway system showing this
36special designation and, upon receiving donations from nonstate
37sources sufficient to cover that cost, to erect those signs; and be it
38further

2of this resolution to the Director of Transportation and to the author
