BILL ANALYSIS Ó ACR 53 Page 1 Date of Hearing: April 20, 2015 ASSEMBLY COMMITTEE ON TRANSPORTATION Jim Frazier, Chair ACR 53 (Dahle) - As Introduced April 6, 2015 SUBJECT: Richard "Dick" Dickerson Memorial Highway SUMMARY: Designates a specific portion of State 44 in the City of Redding the "Richard 'Dick' Dickerson Memorial Highway." Specifically, this resolution: 1)Recounts the lifetime accomplishments of Richard "Dick" Dickerson, a 30-year law enforcement officer and a member of the California State Assembly and the Redding City Council. 2)Designates a specific portion of State 44, between Airport Road and East Street, in the City of Redding as the "Richard 'Dick' Dickerson Memorial Highway." 3)Requests that the California Department of Transportation (Caltrans) determine the cost of appropriate signs, consistent with the signing requirements for the state highway system, showing the special designation and, upon receiving donations from non-state sources covering that cost, to erect those signs. EXISTING LAW: Assigns Caltrans the responsibility of operating and maintaining state highways. This includes the installation and maintenance of highway signs. ACR 53 Page 2 FISCAL EFFECT: Unknown, but the measure requests that Caltrans only erect the appropriate signage upon receiving donations from non-state sources covering the cost. COMMENTS: Richard "Dick" Dickerson was a 30-year law enforcement officer before serving in the California State Assembly between 1998 and 2002, representing the 2nd Assembly District. While in the Assembly, Mr. Dickerson championed issues in public safety, water, agriculture, and natural resources. Subsequent to his time in the Assembly, Mr. Dickerson served on the Redding City Council and twice served as mayor of the City of Redding. Mr. Dickerson passed away in September 2014 and is survived by his wife of 33 years and his four children and eight grandchildren.
