Original Committee Reference: TRANS.
SUMMARY: Designates a specific portion of State Route 44 in the
City of Redding the "Richard 'Dick' Dickerson Memorial Highway."
The Senate amendments make a minor, technical amendment to the
description of the highway segment being named.
EXISTING LAW assigns Caltrans the responsibility of operating
and maintaining state highways. This includes the installation
and maintenance of highway signs.
AS PASSED BY THE ASSEMBLY, this resolution:

1)Recounted the lifetime accomplishments of Richard "Dick"
Dickerson, a 30-year law enforcement officer and a member of
the California State Assembly and the Redding City Council.
2)Designated a specific portion of State Route 44, between
Airport Road and East Street, in the City of Redding as the
"Richard 'Dick' Dickerson Memorial Highway."
3)Requested that the California Department of Transportation
(Caltrans) determine the cost of appropriate signs, consistent
with the signing requirements for the state highway system,
showing the special designation and, upon receiving donations
from non-state sources covering that cost, to erect those
signs.
FISCAL EFFECT: According to the Senate Appropriations
Committee, pursuant to Senate Rule 28.8, negligible state costs.
COMMENTS: Richard "Dick" Dickerson was a 30-year law
enforcement officer before serving in the California State
Assembly between 1998 and 2002, representing the 2nd Assembly
District. While in the Assembly, Mr. Dickerson championed
issues in public safety, water, agriculture, and natural
resources. Subsequent to his time in the Assembly, Mr.
Dickerson served on the Redding City Council and twice served as
mayor of the City of Redding. Mr. Dickerson passed away in
September 2014 and is survived by his wife of 33 years and his
four children and eight grandchildren.
