          SUMMARY:  Designates a bicycle-pedestrian path and a pedestrian  
          undercrossing both in Ventura County as the Ralph Fertig  
          Memorial Bicycle-Pedestrian Path and the Peter Douglas Coastal  
          Access Way, respectively.  Specifically, this resolution:  


          1)Recounts the lifetime accomplishments of Ralph Fertig, a  
            longtime bicycle advocate in Santa Barbara, California.


          2)Recounts the lifetime accomplishments of Peter Douglas, a  
            former Executive Director of the California Coastal Commission  
            (CCC).


          3)Designates the bicycle-pedestrian path constructed as part of  
            the project to widen State Route (SR) 101 from Mobil Pier Road  
            to Bates Road in Ventura County as the Ralph Fertig Memorial  
            Bicycle-Pedestrian Path.


          4)Designates the pedestrian undercrossing of SR 101 in the  
            community of La Conchita in Ventura County as the Peter  
            Douglas Coastal Access Way.


          5)Requests that the California Department of Transportation  
            (Caltrans) determine the cost of appropriate signs, consistent  
            with the signing requirements for the state highway system,  
            showing the special designation and, upon receiving donations  
            from non-state sources covering that cost, to erect those  
            signs.


          EXISTING LAW assigns Caltrans the responsibility of operating  
          and maintaining state highways including the installation and

          maintenance of highway signs.


          FISCAL EFFECT:  According to the Assembly Appropriations  
          Committee, minor State Highway Account costs to Caltrans to make  
          and erect appropriate signs; these costs are fully covered by  
          donations.


          COMMENTS:  Ralph Fertig was a longtime bicycle advocate in Santa  
          Barbara, California and served as the Central Coast Regional  
          Director of the California Association of Bicycling Organization  
          for many years.  Mr. Fertig is described as a quiet, unassuming  
          person who made it his mission to attend transportation planning  
          meetings and advocate for more space on roads for bicycles.   
          Additionally, Mr. Fertig, was responsible for bringing the 1998  
          ProBike conference to Santa Barbara.  Mr. Fertig passed away on  
          July 18, 2014.  This bill designates the bicycle-pedestrian path  
          (Class 1 Bicycle Path) constructed as part of the project to  
          widen SR 101 from Mobil Pier Road to Bates Road in the County of  
          Ventura in honor of Ralph Fertig to acknowledge the significant  
          role he played in his community. 


          Mr. Peter Douglas, former Executive Director of the CCC, died on  
          Sunday April 1, 2012, at the age of 69 after a long battle with  
          cancer.  Mr. Douglas was the CCC's longest-serving executive  
          director, a position he held from 1985 to 2011.  Mr. Douglas  
          also worked for the California Legislature as an aide to  
          then-Assembly Member Alan Siertoy (D-Beverly Hills) and as a  
          committee consultant where he had a hand in drafting the Coastal  
          Initiative (Proposition 20 of 1972) and the California Coastal  
          Act of 1976.  Mr. Douglas' life accomplishments include  
          creating, acquiring, and preserving many coastal parks, state  
          beaches, campgrounds, trails, and overnight hostels.  This  
          resolution designates the pedestrian undercrossing of SR 101 in  
          the community of La Conchita in Ventura County of in honor of  
          Peter Douglas to acknowledge the significant role he played in  
          his community.
