          SUBJECT:  Ralph Fertig Memorial Bicycle-Pedestrian Path and the  
          Peter Douglas Coastal Access Way


            DIGEST:  This resolution designates the bicycle-pedestrian path  
          constructed as part of the project to widen State Highway Route  
          (SR) 101 in the County of Ventura as the Ralph Fertig Memorial  
          Bicycle-Pedestrian Path, and the pedestrian undercrossing of SR  
          101 in the community of La Conchita in the County of Ventura as  
          the Peter Douglas Coastal Access Way.

          ANALYSIS:
          
          The committee has adopted a policy regarding the naming of state  
          highways or structures.   Under the policy, the committee will  
          consider only those resolutions that meet all of the following  
          criteria:

          1)The person being honored must have provided extraordinary  
            public service or some exemplary contribution to the public  
            good and have a connection to the community where the highway  
            or structure is located.

          2)The person being honored must be deceased.

          3)The naming must be done without cost to the state.  Costs for  
            signs and plaques must be paid by local or private sources.

          4)The author or co-author of the resolution must represent the  
            district in which the facility is located, and the resolution

            must identify the specific highway segment or structure being  
            named.

          5)The segment of highway being named must not exceed five miles  
            in length.   

          6)The proposed designation must reflect a community consensus  
            and be without local opposition.  
          7)The proposed designation may not supersede an existing  
            designation unless the sponsor can document that a good faith  
            effort has uncovered no opposition to rescinding the prior  
            designation.

          This resolution designates the 3.6-mile stretch of the Class 1  
          pedestrian-bicycle path from Mobil Pier Road to Bates Road in  
          Ventura County as the Ralph Fertig Memorial Bicycle-Pedestrian  
          Path.  This resolution also designates the pedestrian  
          undercrossing of SR 101 in the community of La Conchita in  
          Ventura County as the Peter Douglas Coastal Access Way.   
          Furthermore, the resolution requests that the California  
          Department of Transportation erect appropriate signs upon  
          receiving donations from non-state sources to cover the costs.

          COMMENTS:

          1)Purpose.  The authors introduced this resolution to celebrate  
            the lives and contributions of Ralph Fertig and Peter Douglas.

          2)Background on Ralph Fertig.  Mr. Fertig was a lifelong  
            advocate of bicycling and bicyclists' rights.  He helped form  
            the Santa Barbara Bicycle Coalition and served as the Regional  
            Director of the California Association of Bicycling  
            Organizations for the Central Coast for many years.  Mr.  
            Fertig was responsible for bringing the 1998 ProBike  
            conference to Santa Barbara.  Mr. Fertig attended many  
            meetings with Caltrans and other highway officials to advocate  
            for more funding and room for bicyclists.  He died on July 18,  
            2014, of cancer.

          3)Background on Peter Douglas.  Mr. Douglas served as the  
            executive director of the California Coastal Commission for 26  
            years and was key in acquiring, preserving, creating, and  
            maintaining many coastal parks and state beaches, campgrounds,  
            trails, and hostels.  Mr. Douglas also worked to protect  
            California's ocean waters from offshore oil development and

            other industrial practices.  He was the first recipient of the  
            national Julius A. Stratton "Champion of the Coast" award for  
            leadership in coastal management, provided technical  
            assistance on coastal management issues to other countries,  
            was a member of the first National Oceanic Atmospheric  
            Administration Science Advisory Board, and served on the  
            National Academy of Sciences Committee on Science and Policy  
            for the Coastal Ocean. 

            Mr. Douglas was instrumental in the improvement of SR 101 in  
            Ventura and Santa Barbara counties and helped ensure the  
            bicycle-pedestrian path to be named for Ralph Fertig in this  
            resolution was on the coastal side of SR 101.  He contributed  
            to the creation of a safe access route for residents of La  
            Conchita to reach the ocean.
          4)Consistent with committee policy.  This resolution is  
            consistent with the provisions of this committee's policy on  
            highway designation.
