Fiscal committee: no.
P1 1WHEREAS, Hundreds of thousands of Americans are affected
2each year by deep vein thrombosis, or DVT, a medical condition
3that occurs when a blood clot forms in a deep vein; and
4WHEREAS, DVT is caused by reduced blood flow through the
5deep veins, usually in the lower leg or thigh, and either the
6tendency of a person’s blood to clot too quickly or irritation or
7inflammation of the inner lining of the vein, or both; and
8WHEREAS, Pulmonary embolism, or PE, is a serious and
9potentially fatal complication of DVT. Venous thromboembolism,
10which includes deep vein thrombosis, pulmonary embolism, or
11both, affects an estimated 300,000 to 600,000, inclusive individuals
12in the United States each year and the federal Centers for Disease
13Control and Prevention estimates suggest between 60,000 and

15WHEREAS, Atrial fibrillation, a potentially serious cardiac
16condition characterized by an irregular heart rhythm, is estimated
P2 1to affect at least 1.2 million adults in the United States and can
2lead to thromboembolic strokes. The incidence of atrial fibrillation
3in adults is projected to increase to 2.6 million cases by 2030; and
4WHEREAS, The State of California seeks to raise public
5awareness about the symptoms and risk factors for deep vein
6thrombosis, pulmonary embolism, or both, and strokes caused by
7atrial fibrillation, to prevent and reduce the frequency of illness
