P1 1WHEREAS, Hundreds of thousands of Americans are affected
2each year by deep vein thrombosis, or DVT, a medical condition
3that occurs when a blood clot forms in a deep vein; and
P2 1WHEREAS, DVT is caused by reduced blood flow through the
2deep veins, usually in the lower leg or thigh, and either the
3tendency of a person’s blood to clot too quickly or irritation or
4inflammation of the inner lining of the vein, or both; and
5WHEREAS, Pulmonary embolism, or PE, is a serious and
6potentially fatal complication of DVT. Venous thromboembolism,
7which includes deep vein thrombosis, pulmonary embolism, or
8both, affects an estimated 300,000 to 600,000, inclusive individuals
9in the United States each year and the federal Centers for Disease
10Control and Prevention estimates suggest between 60,000 and

13condition characterized by an irregular heart rhythm, is estimated
14to affect at least 1.2 million adults in the United States and can
15lead to thromboembolic strokes. The incidence of atrial fibrillation
16in adults is projected to increase to 2.6 million cases by 2030; and
17WHEREAS, The State of California seeks to raise public
18awareness about the symptoms and risk factors for deep vein
