          SUMMARY:  Designates a specific portion of Interstate 15 (I-15)  
          in San Diego County as the "Tony Gwynn Memorial Highway."   
          Specifically, this resolution: 


          1)Recounts the lifetime accomplishments Tony Gwynn, a father,  
            husband, community leader, and professional baseball player.  
          2)Designates a portion of I-15 from Pomerado Road to Scripps  
            Poway Parkway/Mercy Road in San Diego County as the "Tony  
            Gwynn Memorial Highway."  


          3)Requests that the California Department of Transportation  
            (Caltrans) determine the cost of appropriate signs, consistent  
            with the signing requirements for the state highway system,  
            showing the special designation and, upon receiving donations  
            from non-state sources covering that cost, to erect those  
            signs.  


          EXISTING LAW assigns Caltrans the responsibility of operating  
          and maintaining state highways.  This includes the installation  
          and maintenance of highway signs.  


          FISCAL EFFECT:  According to the Assembly Appropriations  
          Committee, minor State Highway Account costs to Caltrans to make  
          and erect appropriate signs; these costs are fully covered by  
          donations.


          COMMENTS:  Born on May 9, 1960, Tony Gwynn graduated from Long  
          Beach Poly High School and started at San Diego State University  
          (SDSU) in 1977.  Mr. Gwynn played both basketball and baseball  
          for SDSU and was honored with multiple awards in both sports.   
          In 1981, Mr. Gwynn was drafted by both the San Diego Padres and

          San Diego Clippers.  Mr. Gwynn made his major league debut on  
          July 19, 1982 and played over 20 seasons with the San Diego  
          Padres.  Throughout his professional baseball career, Mr. Gwynn  
          was honored with multiple awards and was ultimately inducted  
          into the National Baseball Hall of Fame in July of 2007.  Upon  
          retirement from professional baseball, Mr. Gwynn was the  
          baseball head coach at SDSU for 12 seasons.


          A community leader, Mr. Gwynn along with his wife Dr. Alicia  
          Gwynn, established the Tony and Alicia Gwynn Foundation -  
          providing educational programs and services to underserved  
          children in the areas of science, technology, engineering, arts,  
          and math (STEAM).  Additionally, Mr. Gwynn's commitment to  
          community service further resulted in his induction to the World  
          Sports Humanitarian Hall of Fame in 1999.  


          On June 14, 2014, Mr. Gwynn died from complications from his  
          ongoing battle with salivary gland cancer.  This resolution  
          designating a specific portion of I-15 in honor of Tony Gwynn  
          acknowledges the significant role Mr. Gwynn played in his  
          community and in professional baseball.
