          SUBJECT:  Tony Gwynn Memorial Freeway


            DIGEST:  This resolution designates the portion of Interstate 15  
          from Camino Del Norte to Scripps Poway Parkway/Mercy Road in San  
          Diego County as the Tony Gwynn Memorial Freeway.

          ANALYSIS:
          
          The committee has adopted a policy regarding the naming of state  
          highways or structures.   Under the policy, the committee will  
          consider only those resolutions that meet all of the following  
          criteria:

          1)The person being honored must have provided extraordinary  
            public service or some exemplary contribution to the public  
            good and have a connection to the community where the highway  
            or structure is located.

          2)The person being honored must be deceased.

          3)The naming must be done without cost to the state.  Costs for  
            signs and plaques must be paid by local or private sources.

          4)The author or co-author of the resolution must represent the  
            district in which the facility is located, and the resolution  
            must identify the specific highway segment or structure being  
            named.

          5)The segment of highway being named must not exceed five miles

            in length.   

          6)The proposed designation must reflect a community consensus  
            and be without local opposition.  

          7)The proposed designation may not supersede an existing  
            designation unless the sponsor can document that a good faith  
            effort has uncovered no opposition to rescinding the prior  
            designation.

          This resolution designates the portion of Interstate 15 from  
          Camino Del Norte to Scripps Poway Parkway/Mercy Road in the  
          County of San Diego as the Tony Gwynn Memorial Freeway.  The  
          resolution further requests that the Department of  
          Transportation erect appropriate signs upon receiving donations  
          from non-state sources to cover the costs.

          COMMENTS:

          1)Purpose.  The author introduced this resolution to honor the  
            life and achievements of Tony Gwynn.

          2)Background on Tony Gwynn.  A native of Long Beach, Tony Gwynn  
            attended Long Beach Poly High School before arriving at San  
            Diego State in 1977, where he played both basketball and  
            baseball.  Mr. Gwynn became a two-time All-American outfielder  
            and was named to the All-Western Athletic Conference team  
            twice. 

            In 1981 Tony Gwynn was drafted by both the San Diego Padres  
            baseball team and by the San Diego Clippers of the National  
            Basketball Association.  He made his major league debut in  
            1982.  He retired at No. 17 on the all-time hit list, No. 17  
            on the all-time doubles list, and No. 8 on the all-time  
            singles list, and his .338 career batting average is No. 22 of  
            all time.  From 1982-2001, the man known as "Mr. Padre" won a  
            National League record-tying eight batting titles and was  
            selected to 16 All-Star teams.  Mr. Gwynn was the first  
            unanimous selection to the Padres Hall of Fame upon his  
            retirement in 2001 and was inducted into the National Baseball  
            Hall of Fame in July 2007.

            Mr. Gwynn was also committed to improving the community around  
            San Diego.  In 1999 he was inducted into the World Sports  
            Humanitarian Hall of Fame.  With his wife, he established the

            Tony and Alicia Gwynn Foundation, which provides programs and  
            services to underserved children.  

            Mr. Gwynn died on June 14, 2014, after a long battle with  
            cancer.

          3)Consistent with committee policy.  This resolution is  
            consistent with the provisions of this committee's policy on  
            highway designation.
