SUMMARY: Designates a portion of State Route (SR) 405 in Orange
County as the "James Mitchell 'Mitch' Waller Memorial Highway."
Specifically, this resolution:
1)Recounts the life and accomplishments of James Mitchell
"Mitch" Waller.
2)Designates SR 405 between post mile 1.525 and 6.459 in Orange
County as the "James Mitchell 'Mitch' Waller Memorial
Highway."
3)Requests that the California Department of Transportation
(Caltrans) determine the cost of the appropriate signs,
consistent with the signing requirements for a state highway
system, showing special designation and, upon receiving
donations from non-state sources covering that cost, to erect
those signs.
EXISTING LAW assigns Caltrans the responsibility of operating
and maintaining state highways including the installation and
maintenance of highway signs.
FISCAL EFFECT: According to the Assembly Appropriations
Committee, minor State Highway Account costs to Caltrans to make
and erect appropriate signs; these costs are fully covered by
donations.
COMMENTS: James Mitchell "Mitch" Waller was born on September
12, 1959, in Dallas, Texas, to James Russell Waller Jr. and
Elizabeth Ann Waller. In 1965, he and his family moved to

Huntington Beach, California.
As a boy, he joined the Boy Scouts of America and participated
in the organization through high school, earning the prestigious
rank of Eagle Scout. He graduated from Edison High School in
1977 and later attended the University of California at San
Diego, graduating in 1983 with a Bachelor of Arts degree in
biochemistry and cellular biology.
After graduating from the University of San Diego, he attended
the Criminal Justice Training Center at Golden West College and
began his career in law enforcement with the City of Westminster
Police Department in 1984. While performing his duties, he also
attended Chapman University School of Law where he completed his
Juris Doctor degree.
Mr. Waller met Sally Gouveia in 1987. They married in 1994 and
made their home in Mission Viejo, California. The couple had
two children, Chase and Kiana. Mr. Waller has been described as
committed family man who supported his children in their many
school and sports endeavors.
Mr. Waller, an avid cyclist, died on June 28, 2013, after being
involved in a cycling accident. This resolution, designating a
portion of SR 405 serves to honor Mr. Waller's contribution to
his community.
