          SUBJECT:  James Mitchell "Mitch" Waller Memorial Highway


            DIGEST:  This resolution designates a specified portion of  
          Interstate 405 in Orange County as the James Mitchell "Mitch"  
          Waller Memorial Highway.

          ANALYSIS:
          
          The committee has adopted a policy regarding the naming of state  
          highways or structure.  Under the policy, the committee will  
          consider only those resolutions that meet all of the following  
          criteria:

          1)The person being honored must have provided extraordinary  
            public service or some exemplary contribution to the public  
            good and have a connection to the community where the highway  
            or structure is located.

          2)The person being honored must be deceased.

          3)The naming must be done without cost to the state.  Costs for  
            signs and plaques must be paid by local or private sources.

          4)The author or co-author of the resolution must represent the  
            district in which the facility is located, and the resolution  
            must identify the specific highway segment or structure being  
            named.

          5)The segment of highway being named must not exceed five miles

            in length.

          6)The proposed designation must reflect a community consensus  
            and be without local opposition.

           7) The proposed designation may not supersede an existing  
             designation unless the sponsor can document that a good-faith  
             effort has uncovered no opposition to rescinding the prior  
             designation.
          This resolution designates a portion of Interstate 405 between  
          post miles 1.525 and 6.459 in Orange County as the James  
          Mitchell "Mitch" Waller Memorial Highway.  This resolution  
          further requests that the Department of Transportation erect  
          appropriate signs upon receiving donations from non-state  
          sources to cover the costs.

          COMMENTS:

          1)Purpose.  The author introduced this resolution to honor the  
            life and service of James Mitchell "Mitch" Waller.

          2)Background on Mr. Waller. In 1965, at the age of 6, Mitch  
            Waller and his family moved to Huntington Beach, California,  
            where Mr. Waller began his education.  After graduating from  
            the University of California, San Diego, Mr. Waller attended  
            the Criminal Justice Training Center at Golden West College  
            and began his career in law enforcement with the City of  
            Westminster Police Department in 1984.

            While continuing his duties with the City of Westminster  
            Police Department, Mr. Waller attended Chapman University  
            School of Law, earning his juris doctor degree and becoming a  
            member of the State Bar of California in 1999.  In 2003, he  
            was selected to attend the Federal Bureau of Investigation  
            National Academy in Quantico, Virginia.  Mr. Waller rose  
            through the ranks to become Chief of Police for the  
            Westminster Police Department.  He served the law enforcement  
            and safety communities for 27 years, then accepted an  
            appointment as Westminster City Manager in 2011.

            Mr. Waller was killed in an accident on the morning of June  
            28, 2013, at 53 years of age, while he was cycling toward  
            Laguna Beach.  He is survived by his wife Sally and children  
            Chase and Kiana.
