SUBJECT: James Mitchell Mitch Waller Memorial Highway

DIGEST: This resolution designates a portion of Interstate 405
between post miles 1.525 and 6.459 in Orange County as the James
Mitchell "Mitch" Waller Memorial Highway. This resolution
further requests that the Department of Transportation erect
appropriate signs upon receiving donations from non-state
sources to cover the costs.

Purpose. The author introduced this resolution to honor the
life and service of James Mitchell "Mitch" Waller.
Background on Mr. Waller. In 1965, at the age of 6, Mitch
Waller and his family moved to Huntington Beach, California,
where Mr. Waller began his education. After graduating from the
University of California, San Diego, Mr. Waller attended the
Criminal Justice Training Center at Golden West College and
began his career in law enforcement with the City of Westminster
Police Department in 1984.
While continuing his duties with the City of Westminster Police
Department, Mr. Waller attended Chapman University School of
Law, earning his juris doctor degree and becoming a member of
the State Bar of California in 1999. In 2003, he was selected
to attend the Federal Bureau of Investigation National Academy
in Quantico, Virginia. Mr. Waller rose through the ranks to
become Chief of Police for the Westminster Police Department.
He served the law enforcement and safety communities for 27
years, then accepted an appointment as Westminster City Manager
in 2011.
Mr. Waller was killed in an accident on the morning of June 28,
2013, at 53 years of age, while he was cycling toward Laguna
Beach. He is survived by his wife Sally and children Chase and
Kiana.
