Assembly Concurrent Resolution No. 68—Relative to Breast Cancer Awareness and Prevention Month.

ACR 68, as amended, Steinorth. Breast Cancer Awareness and Prevention Month.

This measure would proclaim the month of October 2015 as “Breast Cancer Awareness and Prevention Month.”

P1    1WHEREAS, According to the American Cancer Society, with
2the exception of skin cancer, breast cancer is the most commonly
3diagnosed cancer among American women; and

4WHEREAS, Breast cancer is second only to lung cancer as the
5leading cause of cancer-related deaths among women; and

6WHEREAS, Approximately 24,985 women and 200 men are
7diagnosed with breast cancer in California each year, and
8approximately 4,280 women and 35 men die of the disease; and

P2    1WHEREAS, The number of women who die of breast cancer
2each year in California constitutes one-tenth of the number of
3women who die of breast cancer in the United States; and

4WHEREAS, The chance of a woman having invasive breast
5cancer in her lifetime is about 1 in 8, and the chance of dying from
6breast cancer is about 1 in 36; and

7WHEREAS, The risk of getting breast cancer increases with
8age; and

9WHEREAS, Earlier detection of breast cancer through
10mammography and self-examination increases chances of
11successful treatment; and

12WHEREAS, With early detection and proper treatment, the
13five-year relative survival rate for breast cancer has increased from
1472 percent in the 1940s to 89.2 percent today. However, once the
15cancer spreads beyond the breast, the survival rate drops to a mere
1625 percent even with modern treatments and technologies; and

18 Services Task Force recommends that women between 50 and 74
19years of age should have a breast examination by a health expert
20every two years; and

21WHEREAS, Mammography is the single most effective method
22of detecting breast changes that may be cancer, long before physical
23symptoms, detectable lumps, or abnormalities can be felt; and

24WHEREAS, It is in the best interest of all Californians to join
25this continuing battle against breast cancer by promoting greater
26awareness of the need for early detection, appropriate treatment,
27and the importance of finding a cure, as well as a means of

29Resolved by the Assembly of the State of California, the Senate
30thereof concurring,
That the month of October 2015 is hereby
31declared “Breast Cancer Awareness and Prevention Month” in
32California; and be it further

33Resolved, That the Chief Clerk of the Assembly transmit copies
34of this resolution to the author for appropriate distribution.
