This measure would designate November 2015 as a month to raise awareness about the issue of medically fragile foster carebegin insert children and adoptive placementend insert children and the actions that every Californian can take to make a positive difference in these children’s lives.

P1 1WHEREAS, Over 60,000 California children are currently in
2the foster care system; and
3WHEREAS, A certain subset of the foster care population are
4medically fragile children, who are children with physical or
5intellectual disabilities or both that require an increased level of
6care and support; and
7WHEREAS, The number of foster carebegin delete children placements, begin insert and adoptive placementsend insert currently
8both short term and long term,end delete
9far exceeds the availability of foster carebegin insert and adoptiveend insert parents,
10making it a challenge to provide foster carebegin insert and adoptive placementend insert
11 homes for all who need them, and this shortage has reached crisis
12proportions in some parts of the state; and
P2 1WHEREAS, It is particularly difficult to place medically fragile
2foster care childrenbegin insert and adoptive placement childrenend insert due to the
3increased level of care they need; and
4WHEREAS, Every child deserves the opportunity to achieve
5his or her fullest potential in a safe, stable, and loving environment;
6and
7WHEREAS, There are California families who are stepping up
8to make a difference for medically fragile foster care children by
9opening their hearts, homes, and lives, but many more are needed;
10and
11WHEREAS, If greater awareness is raised about this vulnerable
12foster care population and the ways that ordinary Californians can
13make a difference, this crisis will begin to be averted; now,
14therefore, be it
15Resolved by the Assembly of the State of California, the Senate
16thereof concurring, That the Legislature declares November 2015
17as a month to raise awareness about the issue of medically fragile
18foster care childrenbegin insert and adoptive placement childrenend insert and the
19actions that every Californian can take to make a positive difference
20in these children’s lives; and be it further
21Resolved, That the Chief Clerk of the Assembly transmit copies
22of this resolution to the author for appropriate distribution.
