Assembly Concurrent Resolution No. 85—Relative to medically fragile foster care children and adoptive placement children.

LEGISLATIVE COUNSEL’S DIGEST

ACR 85, as amended, Gordon. Medically fragile foster care children and adoptive placement children.

This measure would designate November 2015 as a month to raise awareness about the issue of medically fragile foster care children and adoptive placement children and the actions that every Californian can take to make a positive difference in these children’s lives.

P2    1WHEREAS, Over 60,000 California children are currently in
2the foster care system; and

3WHEREAS, A certain subset of the foster care population are
4medically fragile children, who are children with physical or
5intellectual disabilities or both that require an increased level of
6care and support; and

7WHEREAS, The number of foster care and adoptive placements
8currently far exceeds the availability of foster care and adoptive
9parents, making it a challenge to provide foster care and adoptive
10placement homes for all who need them, and this shortage has
11reached crisis proportions in some parts of the state; and

12WHEREAS, It is particularly difficult to place medically fragile
13foster care children and adoptive placement children due to the
14increased level of care they need; and

15WHEREAS, Every child deserves the opportunity to achieve
16his or her fullest potential in a safe, stable, and loving environment;
17and

18WHEREAS, There are California families who are stepping up
19to make a difference for medically fragile foster care children by
20opening their hearts, homes, and lives, but many more are needed;
21and

22WHEREAS, If greater awareness is raised about this vulnerable
23foster care population and the ways that ordinary Californians can
24make a difference, this crisis will begin to be averted; now,
25therefore, be it

26Resolved by the Assembly of the State of California, the Senate
27thereof concurring,
That the Legislature declares November 2015
28as a month to raise awareness about the issue of medically fragile
29foster care children and adoptive placement children and the actions
30that every Californian can take to make a positive difference in
31these children’s lives; and be it further

32Resolved, That the Chief Clerk of the Assembly transmit copies
33of this resolution to the author for appropriate distribution.
