SUBJECT: San Jose Police Officer Michael Johnson Memorial
Highway
DIGEST: This resolution designates a portion of State Highway
Route 87 in the City of San Jose as the San Jose Police Officer
Michael Johnson Memorial Highway.
ANALYSIS:
The committee has adopted a policy regarding the naming of state
highways or structure. Under the policy, the committee will
consider only those resolutions that meet all of the following
criteria:
1)The person being honored must have provided extraordinary
public service or some exemplary contribution to the public
good and have a connection to the community where the highway
or structure is located.
2)The person being honored must be deceased.
3)The naming must be done without cost to the state. Costs for
signs and plaques must be paid by local or private sources.
4)The author or co-author of the resolution must represent the
district in which the facility is located, and the resolution
must identify the specific highway segment or structure being
named.

5)The segment of highway being named must not exceed five miles
in length.
6)The proposed designation must reflect a community consensus
and be without local opposition.
7) The proposed designation may not supersede an existing
designation unless the sponsor can document that a good-faith
effort has uncovered no opposition to rescinding the prior
designation.
This resolution designates the portion of State Highway Route 87
between State Highway Route 85 and Interstate 280 in the City of
San Jose as the San Jose Police Officer Michael Johnson Memorial
Highway. This resolution further requests that the Department
of Transportation erect appropriate signs upon receiving
donations from non-state sources to cover the costs.
COMMENTS:
1)Purpose. The author introduced this resolution to honor the
life and service of Police Officer Michael Johnson.
2)Background on Officer Johnson. San Jose Police Officer
Michael "Mike" Jeremiah Johnson was born on December 4, 1976.
At the time he was born, his father was a military police
officer in the U.S. Army, who, after his discharge, became a
member of the Calaveras County Sheriff's Department. In 1988
after his parents' divorce, Officer Johnson and his mother and
sister moved to San Jose.
Officer Johnson joined the San Jose Police Academy in 2001 and
graduated on June 15, 2001. During his 14 years with the San
Jose Police Department, Officer Johnson worked as a patrolman
and court liaison. He also specialized in prescription drug
fraud crimes and had been promoted to field training officer.
Officer Johnson was a member of the Specialist Rifle Program
and an expert marksman. He will be inducted into the Police
and Fire Championships' Hall of Fame this year.
On March 24, 2015, Officer Johnson and his partner responded
to a domestic violence dispute. When they arrived, the
suspect, armed with a high-powered rifle, opened fire on the
officers, and Officer Johnson was fatally shot. He is
survived by his wife, Nicole; his parents; his stepparents;

his grandmother; and his sister.
3)Consistent with committee policy. This resolution is
consistent with the provisions of this committee's policy on
highway designation.
