Javier Sanchez Memorial Highway.

WHEREAS, The Big Red Barn located off State Highway 101
2in Aromas, California, was built by Kaiser Aluminum for the
3Ellingwood Hay Company in 1945 during World War II; and
4
WHEREAS, People from all over the world have traveled to the
5Big Red Barn for its famous Disneyana and antiques, building its
6reputation as a historical landmark; and
7
WHEREAS, For over 40 years, the Big Red Barn has served as
8the site for the Big Red Barn Flea Market, one of the largest
9regular gatherings in the region encompassing the Counties of
10San Benito and Monterey; and
11
WHEREAS, The flea market is host to many different small
12vendors and individuals who travel from all over the region to sell
13all kinds of products and local specialties; and
14
WHEREAS, During these Sunday gatherings, sellers and
15shoppers from many different ethnic backgrounds seek to do
16commerce harmoniously with one another; and
17
WHEREAS, This piece of history is a symbol of diversity and
18has become renowned for its significance in the local community
19and its importance in bringing people and cultures from all walks
20of life together; and
21
WHEREAS, United States Army Chief Warrant Officer 2 Edward
22Balli from Salinas, California, was killed in action in Afghanistan
23on January 20, 2014, and received two Bronze Stars for his service
24in Iraq and Afghanistan; and
25
WHEREAS, United States Army Specialist Ricardo Cerros, Jr.
26from Salinas, California, was killed in action in Afghanistan on
27October 8, 2011, and received the Purple Heart; and
28
WHEREAS, United States Army Sgt. Javier Sanchez from
29Greenfield, California, was killed in action in Afghanistan on June
3023, 2013; now, therefore, be it

Resolved, by the Assembly of the State of
32California, the Senate thereof concurring, That
33the Legislature hereby designates the overpass on San Juan Road
34that passes over State Highway 101 near the Big Red Barn in the
35City of Aromas and the County of San Benito as The Red Barn
36Overpass; and be it further

Resolved, That the Legislature hereby designates the portion
38of State Route 183 in the City of Salinas from Davis Road to

2Officer 2 Edward Balli Memorial Highway; and be it further

Resolved, That the Legislature hereby designates the portion
4of State Highway 101 from John Street in the City of Salinas to
5Exit 317 in Chualar in the County of Monterey as the Specialist
6Ricardo Cerros, Jr. Memorial Highway; and be it further

Resolved, That the Legislature hereby designates the portion
8of State Highway 101 in the City of Soledad in the County of
9Monterey from Arroyo Seco Road to Teague Avenue the Sgt. Javier
10Sanchez Memorial Highway; and be it further

Resolved, That the Department of Transportation is
12requested to determine the cost of appropriate signs showing these
13special designations, consistent with the signing requirements for
14the state highway system, and, upon receiving donations from
15nonstate sources covering that cost, to erect those signs; and be
16it further

Resolved, That the Chief Clerk of the Assembly transmit
18copies of this resolution to the Director of Transportation and to
19the author for appropriate distribution.
20WHEREAS, Dolores Huerta, born April 10, 1930, is a labor
21leader and civil rights activist who, along with César Chávez,
22cofounded the National Farm Workers Association, which later
23became the United Farm Workers of America (UFW), and gained
24national attention after she led a boycott of table grapes in the
251960s; and
26WHEREAS, Dolores Huerta has recieved numerous awards for
27her community service and advocacy for the rights of workers,
28immigrants, and women, including the Eugene V. Debs Foundation
29Outstanding American Award, the Eleanor Roosevelt Award for
30Human Rights, and the Presidential Medal of Freedom; and
31WHEREAS, Dolores Huerta spent time in the City of
32Watsonville organizing farmworkers for fair treatment; and
33WHEREAS, Dolores Huerta led a boycott of table grapes in the
341960s, which was supported by an estimated 17 million Americans
35and brought the plight of farmworkers into the public eye, leading
36to the passage of the California Agricultural Labor Relations Act,
37which allowed farmworkers the right to organize and bargain for
38better working conditions and higher wages; and
39WHEREAS, Dolores Huerta also helped lead a 10-year effort
40to gain amnesty for farmworkers who had lived, worked, and paid
P4 1taxes in the United States, resulting in the Immigration Reform
2and Control Act of 1986, which granted amnesty to 1.4 million
3farmworkers; and
4WHEREAS, After leaving the UFW in 2002, Dolores Huerta
5began focusing her attention on a host of other issues, including
6immigration, quality education for Latino children, feminism,
7equality for women, and reproductive freedom; and
8WHEREAS, As the president of the Dolores Huerta Foundation,
9Dolores Huerta organizes forums and programs that focus on social
10justice and public policy issues, and encourages people to
11participate in elections to help choose their representatives; now,
12therefore, be it
13Resolved by the Assembly of the State of California, the Senate
14thereof concurring, That the Legislature hereby designates the
15portion of State Highway Route 152 from Carlton Road to Main
16Street to the junction with State Highway Route 1 in the City of
17Watsonville and the County of Santa Cruz as the Dolores Huerta
18Highway; and be it further
19Resolved, That the Department of Transportation is requested
20to determine the cost of appropriate signs, consistent with the
21signing requirements for the state highway system, showing this
22special designation and, upon receiving donations from nonstate
23sources sufficient to cover that cost, to erect those signs; and be it
24further
25Resolved, That the Chief Clerk of the Assembly transmit copies
26of this resolution to the Director of Transportation and to the author
27for appropriate distribution.
