Assembly Concurrent Resolution No. 94—Relative to California Manufacturing Day.

ACR 94, as introduced, Gallagher. California Manufacturing Day.

This measure would declare October 2, 2015, as California Manufacturing Day.

P1    1WHEREAS, The first Friday in October is designated as
2National Manufacturing Day and was created as an opportunity
3to recognize and celebrate the contributions of manufacturing in
4the United States; and

5WHEREAS, On October 2, 2015, many California
6manufacturers will open their doors to the public to showcase their
7operations and promote interest in the manufacturing sector as a
8quality career; and

9WHEREAS, Also on that day, many California manufacturing
10training facilities and community colleges will highlight their
11career technical education classrooms, equipment, students, and
12instructors; and

P2    1WHEREAS, Many of the nation’s most innovative, productive,
2and energy efficient manufacturers have research labs, assembly
3plants, and administration operations in California; and

4WHEREAS, California manufacturing represents 12 percent of
5the national manufacturing gross domestic product (GDP) and 10
6percent of the national manufacturing job base; and

7WHEREAS, California’s manufacturing sector is dynamic and
8diverse, and includes industries such as aerospace, beverages,
9building materials, cement, consumer goods, energy and oil
10production, food processing, glass, information technology, mining,
11plastics, paper, pulp, and steel; and

12WHEREAS, California manufacturers employ more than 1.2
13million workers in the state with high-wage, middle-class jobs
14where the average salary exceeds $77,000 annually; and

15WHEREAS, California manufacturers generate more than $250
16billion in annual economic activity that leads to tremendous
17multiplier benefits throughout the economy; and

18WHEREAS, Governor Edmund G. Brown and the Legislature
19recognized the importance of attracting new manufacturing
20investments to California in 2013 with the enactment of a partial
21sales and use tax exemption for purchases of manufacturing
22equipment leading to measurable job growth; and

23WHEREAS, Working together with educators and workforce
24development partners, California manufacturers will continue to
25address the middle skills job shortage to build the next generation
26of skilled industrial employees equipped to respond to the demands
27of a global economy; and

28WHEREAS, Next 10 found in a report titled “2015 California
29Green Innovation Index” that California’s economy is the second
30least carbon-intensive economy in the world and produces 64
31percent greater GDP for every unit of energy consumed as
32compared with the United States as a whole; and

33WHEREAS, California manufacturers continue to push the
34bounds of clean and green technologies that reduce emissions and
35increase energy efficiency in products and processes; and

36WHEREAS, California’s clean and energy efficient
37manufacturing industry maintains and supports the long-term
38overall health of the state’s economy and stands ready to help
39increase opportunities for high-wage employment that will expand
P3    1access to the middle class for all Californians; now, therefore be

3Resolved by the Assembly of the State of California, the Senate
4thereof concurring,
That the Legislature declares Friday, October
52, 2015, as California Manufacturing Day; and be it further

6Resolved, That the Chief Clerk of the Assembly transmit copies
7of this resolution to the author for appropriate distribution.
