Assembly Concurrent Resolution No. 94—Relative to California Manufacturing Day.

ACR 94, as amended, Gallagher. California Manufacturing Day.

This measure would declare October 2, 2015, as California Manufacturing Day.

P2    1WHEREAS, The first Friday in October is designated as
2National Manufacturing Day and was created as an opportunity
3to recognize and celebrate the contributions of manufacturing in
4the United States; and

5WHEREAS, On October 2, 2015, many California
6manufacturers will open their doors to the public to showcase their
7operations and promote interest in the manufacturing sector as a
8quality career; and

9WHEREAS, Also on that day, many California manufacturing
10training facilities and community colleges will highlight their
11career technical education classrooms, equipment, students, and
12instructors; and

13WHEREAS, Many of the nation’s most innovative, productive,
14and energy efficient manufacturers have research labs, assembly
15plants, and administration operations in California; and

16WHEREAS, California manufacturing represents 12 percent of
17the national manufacturing gross domestic product (GDP) and 10
18percent of the national manufacturing job base; and

19WHEREAS, California’s manufacturing sector is dynamic and
20diverse, and includes industries such as aerospace, beverages,
21building materials, cement, consumer goods, energy and oil
22production, food processing, glass, information technology, mining,
23plastics, paper, pulp, and steel; and

24WHEREAS, California manufacturers employ more than 1.2
25million workers in the state with high-wage, middle-class jobs
26where the average salary exceeds $77,000 annually; and

27WHEREAS, California manufacturers generate more than $250
28billion in annual economic activity that leads to tremendous
29multiplier benefits throughout the economy; and

30WHEREAS, Governor Edmund G. Brown and the Legislature
31recognized the importance of attracting new manufacturing
32investments to California in 2013 with the enactment of a partial
33sales and use tax exemption for purchases of manufacturing
34equipment leading to measurable job growth; and

35WHEREAS, Working together with educators and workforce
36development partners, California manufacturers will continue to
37address the middle skills job shortage to build the next generation
38of skilled industrial employees equipped to respond to the demands
39of a global economy; and

P3    1WHEREAS, Next 10 found in a report titled “2015 California
2Green Innovation Index” that California’s economy is the second
3least carbon-intensive economy in the world and produces 64
4percent greater GDP for every unit of energy consumed as
5compared with the United States as a whole; and

6WHEREAS, California manufacturers continue to push the
7bounds of clean and green technologies that reduce emissions and
8increase energy efficiency in products and processes; and

9WHEREAS, California’s clean and energy efficient
10manufacturing industry maintains and supports the long-term
11overall health of the state’s economy and stands ready to help
12increase opportunities for high-wage employment that will expand
13access to the middle class for all Californians; now, therefore be
14it

15Resolved by the Assembly of the State of California, the Senate
16thereof concurring,
That the Legislature declares Friday, October
172, 2015, as California Manufacturing Day; and be it further

18Resolved, That the Chief Clerk of the Assembly transmit copies
19of this resolution to the author for appropriate distribution.
