House Resolution No. 61—Relative to America Break Bread Day.

P1    1WHEREAS, According to the United States Department of
2Agriculture (USDA), food insecurity is a condition in which access
3to adequate food is limited by a lack of money and other resources
4at times during the year; and

5WHEREAS, According to recent reports, one in every six people
6in America, or over 48 million people, are hungry or experience
7food insecurity; and

8WHEREAS, Nineteen percent of American households with
9children under 18 years of age were food insecure in 2014; and

10WHEREAS, For households with incomes near or below the
11federal poverty level, households with children headed by single
12women or single men, or women living alone, the rates of food
13insecurity were substantially higher than the national average; and

14WHEREAS, The food insecurity rate was highest in rural areas,
15moderate in large cities, and lowest in suburban and exurban areas
16around large cities; and

17WHEREAS, In a 2014 USDA survey, 61 percent of
18food-insecure households reported that in the previous month they
19had participated in one or more of the three largest federal food
20and nutrition assistance programs: the Supplemental Nutrition
21Assistance Program (SNAP), the Special Supplemental Nutrition
22Program for Women, Infants, and Children (WIC), and the National
23School Lunch Program (NSLP); and

P2    1WHEREAS, Forty percent of food, or about $165 billion worth,
2is thrown out in the United States every year, which could feed 25
3million Americans; and

4WHEREAS, In California, the food insecurity rate is at 16.7
5percent, with the number of food-insecure individuals exceeding
6six million; and

7WHEREAS, 1Family 1Restaurant is a local program in the
8Antelope Valley in cooperation with Grace Resources, the Boys
9and Girls Club of Antelope Valley, South Antelope Valley
10Emergency Services (SAVES), also known as Palmdale SAVES,
11and the Cities of Lancaster and Palmdale; and

12WHEREAS, 1Family 1Restaurant connects 74,000 hungry
13people in the Antelope Valley to meals from local restaurants
14sponsored by residents from the community; and

15WHEREAS, By breaking bread together through shared
16restaurant meals, we open our hearts and restore dignity and hope
17to families in need; now, therefore, be it

18Resolved by the Assembly of the State of California, That the
19Assembly intends for this resolution to establish an annual event
20and to encourage communities and businesses to sponsor hungry
21families throughout the year by emulating the best practices of
221Family 1Restaurant; and be it further

23Resolved, That the Assembly hereby proclaims August 28, 2016,
24as America Break Bread Day in the State of California; and be it
25further

26Resolved, That the Chief Clerk of the Assembly transmit copies
27of this resolution to the author for appropriate distribution.
