P1 1WHEREAS, According to the United States Department of
2Agriculture (USDA), food insecurity is a condition in which access
3to adequate food is limited by a lack of money and other resources
4at times during the year; and
5WHEREAS, According to recent reports, one in every six people
6in America, or over 48 million people, are hungry or experience
7food insecurity; and
8WHEREAS, Nineteen percent of American households with
9children under 18 years of age were food insecure in 2014; and
P2 1WHEREAS, For households with incomes near or below the
2federal poverty level, households with children headed by single
3women or single men, or women living alone, the rates of food
4insecurity were substantially higher than the national average; and
5WHEREAS, The food insecurity rate was highest in rural areas,
6moderate in large cities, and lowest in suburban and exurban areas
7around large cities; and
8WHEREAS, In a 2014 USDA survey, 61 percent of
9food-insecure households reported that in the previous month they
10had participated in one or more of the three largest federal food
11and nutrition assistance programs: the Supplemental Nutrition
12Assistance Program (SNAP), the Special Supplemental Nutrition
13Program for Women, Infants, and Children (WIC), and the National
14School Lunch Program (NSLP); and
15WHEREAS, Forty percent of food, or about $165 billion worth,
16is thrown out in the United States every year, which could feed 25
17million Americans; and
18WHEREAS, In California, the food insecurity rate is at 16.7
19percent, with the number of food-insecure individuals exceeding
20six million; and
21WHEREAS, 1Family 1Restaurant is a local program in the
22Antelope Valley in cooperation with Grace Resources, the Boys
23and Girls Club of Antelope Valley, South Antelope Valley
24Emergency Services (SAVES), also known as Palmdale SAVES,
25and the Cities of Lancaster and Palmdale; and
26WHEREAS, 1Family 1Restaurant connects 74,000 hungry
27people in the Antelope Valley to meals from local restaurants
28sponsored by residents from the community; and
29WHEREAS, By breaking bread together through shared
30restaurant meals, we open our hearts and restore dignity and hope
31to families in need; now, therefore, be it
32Resolved by the Assembly of the State of California, That the
33Assembly intends for this resolution to establish an annual event
34and to encourage communities and businesses to sponsor hungry
35families throughout the year by emulating the best practices of
361Family 1Restaurant; and be it further
37Resolved, That the Assembly hereby proclaims August 28, 2016,
38as America Break Bread Day in the State of California; and be it
39further
P3 1Resolved, That the Chief Clerk of the Assembly transmit copies
2of this resolution to the author for appropriate distribution.
