          SUMMARY:  This supplemental appropriation bill (also called a  
          "deficiency bill") appropriates $521.5 million from the General  
          Fund for unanticipated costs incurred in Fiscal Year 2014-15.   
          Specifically, this bill:


          1)Allocates $241.2 million to the Department of Health Care  
            Services to fund a deficiency in funding resulting from higher

            than projected Medi-Cal caseloads and expenditure levels, as  
            well as a decrease in the managed care organization tax  
            General Fund savings and reduced federal drug rebates.
          2)Allocates $170 million to the Department of Developmental  
            Services for staffing adjustments, decertification of four  
            intermediate care facilities at Sonoma Developmental Center,  
            and increase in caseload and utilization. 


          3)Allocates $107.8 million to the California Department of  
            Corrections and Rehabilitation for various cost adjustments.


          4)Allocates $2.5 million to the Department of General Services  
            for the Sale Leaseback litigation costs associated with  
            California First, LLP vs. State of California, et al. 


          5)Allocates $96 million to the Public Utilities Commission for  
            the Universal Lifeline Telephone Program.


          6)Allocates $72,114 to reimburse qualified counties for the  
            costs of homicide trials. 


          FISCAL EFFECT:  $521.5 million General Fund would be  
          appropriated for current year expenses.


          COMMENT:  This bill contains funding necessary to address  
          deficiencies in the 2014 Budget Act.  The funds have already  
          been expended and the costs are reflected in the 2015-16 budget  
          package.
