          SUBJECT:  Urban water management plans


          SUMMARY:  Changes the due date for the 2020 Urban Water  
          Management Plan (UWMP) from December 31, 2020 to July 1, 2021 in  
          order to allow agencies to incorporate information related to  
          the meeting the mandatory statewide 20% reduction in urban per  
          capita water use by December 31, 2020.  


          EXISTING LAW: 


          1)Requires all urban water suppliers to prepare and adopt UWMPs  
            and update them every five years.  Among other requirements,  
            UWMPs must:

             a)   Provide a description of the service area of the  
               supplier;
             b)   Identify and quantify water resources; and, 
             c)   Make water use projections.  

          2)Requires UWMPs to be adopted or updated in years ending in  
            "zero" and "five."

          3)Specifies that compliance with the Urban Water Management  
            Planning Act is a prerequisite to receiving state funding for

            water projects and programs.

          4)Requires that urban water users cumulatively achieve a 20%  
            reduction in per capita water use by December 31, 2020  
            (20x2020) as compared to November 2009.
          


          FISCAL EFFECT:  Unknown
          COMMENTS:  This bill would allow urban water suppliers to  
          accurately reflect their 20x2020 urban water use target  
          reporting data in 2020 UWMPs.  Since both the 20x2020 report and  
          the UWMP are due on the same day, it is likely infeasible for  
          many districts to incorporate the 20x2020 data without an  
          extension of the UWMP deadline.


          1)Author's statement:  The author states that it would be a  
            great benefit to allow the UWMPs due December 31, 2020 to  
            incorporate the water use reporting data required by the  
            20x2020 water conservation statute. 

          2)Supporting arguments:  Supporters state that this simple cycle  
            change advanced by this bill would make a significant  
            improvement in water supply planning data management and  
            access, benefitting water suppliers, cities, counties, and a  
            wide range of stakeholders engaged in California water  
            management issues. 




          3)Prior and related legislation: 



          AB 2067 (Weber), Chapter 463, Statutes of 2014, simplified UWMP  
            demand management measures and gave urban water agencies until  
            July 1, 2016, to submit the next update of their UWMPs.   
            Ordinarily, that update would have been due December 31, 2015.

             But AB 2067 provided a six month extension in response to a  
            number of agencies asserting that they needed more time to  
            gather and process data to more accurately reflect their  
            progress towards achieving the 20x2020 mandate

          SB 7 (Steinberg), Chapter 4, Statutes of 2009-10 Seventh  
            Extraordinary Session (SB 7 X7).  SB 7 X7 required a 20%  
            reduction in per capita water use by 2020 with an interim  
            deadline of a 10% per capita reduction by December 31, 2015.
