SUMMARY: Extends the due date for the 2020 Urban Water Management
Plans (UWMPs) from December 31, 2020, to July 1, 2021, in order to
allow water agencies to incorporate into their UWMPs the
information that, separately, they must provide by December 31,
2020, regarding compliance with achieving the mandatory statewide
goal of a 20% reduction in urban per capita water use from
November 2009 levels (20x2020 goal).
The Senate amendments make a conforming change that continues to
allow the Department of Water Resources (DWR) a full year after it
receives the UWMPs to review them and report back to the
Legislature.
EXISTING LAW:
1)Requires all urban water suppliers to prepare and adopt UWMPs
and update them every five years. Among other requirements,

UWMPs must:
a) Provide a description of the service area of the supplier;
b) Identify and quantify water resources; and,
c) Make water use projections.
2)Requires UWMPs to be adopted or updated in years ending in
"zero" and "five."
3)Specifies that compliance with the Urban Water Management
Planning Act is a prerequisite to receiving state funding for
water projects and programs.
4)Requires that urban water users cumulatively achieve the 20x2020
goal.
5)Extends the due date for the 2015 UWMPs from December 31, 2015,
until July 1, 2016, in order to allow urban water agencies time
to incorporate into their UWMPs mandatory reporting that is due
on December 31, 2015, regarding their interim progress towards
meeting the 20x2020 goal.
FISCAL EFFECT: None. This bill is keyed non-fiscal by the
Legislative Counsel.
COMMENTS: This bill resolves a conflict created by having exact
same due dates for two different water reporting requirements and
thus allows reporting on the mandatory 20x2020 conservation goal
to be later incorporated into the UWMPs. The Senate Amendments
make a conforming change to continue to allow DWR a full year to
report back to the Legislature.
