Assembly Concurrent Resolution No. 104—Relative to the Officer Shaun Diamond Memorial Highway.

ACR 104, as introduced, Rodriguez. Officer Shaun Diamond Memorial Highway.

This measure would designate the portion of Interstate 10 from the State Route 57 Interchange to the Indian Hill Boulevard Exit in the County of Los Angeles as the Officer Shaun Diamond Memorial Highway. The measure would also request the Department of Transportation to determine the cost of appropriate signs showing this special designation and, upon receiving donations from nonstate sources covering that cost, to erect those signs.

P1    1WHEREAS, The dedicated men and women who have chosen
2law enforcement as a career face extraordinary risk and danger in
3preserving our freedom and security; and

4WHEREAS, On October 29, 2014, Officer Shaun Richard
5Diamond, age 45, of the Pomona Police Department succumbed
6to a gunshot wound he sustained the previous day while performing
7his sworn duty with the department’s SWAT unit, and his untimely
8death in the pursuit of the highest ideals of public safety has
9brought immense sorrow and loss to the people of Pomona and
10throughout the State of California; and

P2    1WHEREAS, A 16-year veteran of the law enforcement
2community, having worked for police departments in Los Angeles
3and Montebello prior to joining the Pomona Police Department
4(PPD) in 2006, Officer Shaun Diamond had a passion for working
5SWAT, and as a member of the PPD’s SWAT unit for the past six
6years, he had served on dozens of SWAT operations and shared
7his expertise as a Field Training Officer, in which capacity he was
8responsible for training new recruits; and

9WHEREAS, In his most recent assignment to the Pomona
10Downtown District Enforcement Team, Officer Diamond worked
11as a law enforcement liaison with the business community and the
12community at large, giving generously of his time to such local
13events and organizations as the Special Olympics and Tip-A-Cop.
14His community outreach efforts also included K-9 and SWAT
15demonstrations for local school children; and

16WHEREAS, Exemplifying the true character of the brave men
17and women who devote their time and energy to the perilous duties
18of law enforcement, Officer Diamond is remembered by his family,
19friends, and colleagues for his wonderful sense of humor, his
20contagious smile, and his unwavering commitment and dedication
21to duty, and for his efforts that made Pomona’s streets safer, its
22neighborhoods stronger, and its residents more secure; and

23WHEREAS, Over the course of his distinguished career, Officer
24Shaun Diamond was renowned among his fellow officers for his
25love, honor, and dedication to his family, the uniform, and the law
26enforcement community, all of which were indelible and
27inseparable in his life. Officer Diamond leaves to his beloved
28children, Margo and Kelly Diamond, his devoted mother, Joy
29Diamond, and the countless individuals whose lives he touched,
30a legacy of commitment and service to others; and

31WHEREAS, Although we know that we can never repay the
32debt owed this valiant officer and his family, with this resolution,
33we pay tribute to his memory by standing with all law-abiding
34citizens in expressing our deepest appreciation for Officer
35Diamond’s selfless dedication to preserving public safety; now,
36therefore, be it

37Resolved by the Assembly of the State of California, the Senate
38thereof concurring,
That the Legislature hereby dedicates the
39portion of Interstate 10 from the State Route 57 Interchange to the
P3    1Indian Hill Boulevard Exit in the County of Los Angeles as the
2Office Shaun Diamond Memorial Highway; and be it further

3Resolved, That the Department of Transportation is requested
4to determine the cost of appropriate signs consistent with the
5signing requirements for the state highway system showing this
6special designation and, upon receiving donations from nonstate
7sources sufficient to cover that cost, to erect those signs; and be it
8further

9Resolved, That the Chief Clerk of the Assembly transmit copies
10of this resolution to the Director of Transportation and to the author
11for appropriate distribution.
