This measure would designate the portion of Interstate 10 from the State Route 57 Interchange to the North Towne Avenuebegin delete Exitend deletebegin insert exitend insert in the County of Los Angeles as thebegin insert Pomona Policeend insert Officer Shaun Diamond Memorial Highway. The measure would also request the Department of Transportation to determine the cost of appropriate signs showing this special designation and, upon receiving donations from nonstate sources covering that cost, to erect those signs.

P2    1WHEREAS, The dedicated men and women who have chosen
2law enforcement as a career face extraordinary risk and danger in
3preserving our freedom and security; and

4WHEREAS, On October 29, 2014, Officer Shaun Richard
5Diamond, age 45, of the Pomona Police Department succumbed
6to a gunshot wound he sustained the previous day while performing
7his sworn duty with the department’s SWAT unit, and his untimely
8death in the pursuit of the highest ideals of public safety has
9brought immense sorrow and loss to the people of Pomona and
10throughout the State of California; and

11WHEREAS, A 16-year veteran of the law enforcement
12community, having worked for police departments in Los Angeles
13and Montebello prior to joining the Pomona Police Department
14(PPD) in 2006, Officerbegin delete Shaunend delete Diamond had a passion for working
15SWAT, and as a member of the PPD’s SWAT unit for the past six
16years, he had served on dozens of SWAT operations and shared
17his expertise as abegin delete Field Training Officer,end deletebegin insert field training officer,end insert in
18which capacity he was responsible for training new recruits; and

19WHEREAS, In his most recent assignment to the Pomona
20Downtown District Enforcement Team, Officer Diamond worked
21as a law enforcement liaison with the business community and the
22community at large, giving generously of his time to such local
23events and organizations as the Special Olympics and Tip-A-Cop.
24His community outreach efforts also included K-9 and SWAT
25demonstrations for localbegin delete school childrenend deletebegin insert schoolchildrenend insert; and

26WHEREAS, Exemplifying the true character of the brave men
27and women who devote their time and energy to the perilous duties
28of law enforcement, Officer Diamond is remembered by his family,
29friends, and colleagues for his wonderful sense of humor, his
30contagious smile, and his unwavering commitment and dedication
31to duty, and for his efforts that made Pomona’s streets safer, its
32neighborhoods stronger, and its residents more secure; and

33WHEREAS, Over the course of his distinguished career, Officer
34begin delete Shaunend delete Diamond was renowned among his fellow officers for his
35love, honor, and dedication to his family, the uniform, and the law
36enforcement community, all of which were indelible and
P3    1inseparable in his life. Officer Diamond leaves to his beloved
2children, Margo and Kelly Diamond, his devoted mother, Joy
3Diamond, and the countless individuals whose lives he touched,
4a legacy of commitment and service to others; and

5WHEREAS, Although we know that we can never repay the
6debt owed this valiant officer and his family, with this resolution,
7we pay tribute to his memory by standing with all law-abiding
8citizens in expressing our deepest appreciation for Officer
9Diamond’s selfless dedication to preserving public safety; now,
10therefore, be it

11Resolved by the Assembly of the State of California, the Senate
12thereof concurring,
That the Legislature hereby dedicates the
13portion of Interstate 10 from the State Route 57 Interchange to the
14North Towne Avenuebegin delete Exitend deletebegin insert exitend insert in the County of Los Angeles as
15thebegin insert Pomona Policeend insert Officer Shaun Diamond Memorial Highway;
16and be it further

17Resolved, That the Department of Transportation is requested
18to determine the cost of appropriatebegin delete signsend deletebegin insert signs, which shall include
19this special designation and the badge and patch of the Pomona
20Police Department,end insert
consistent with the signing requirements for
21the state highway systembegin delete showing this special designationend delete and,
22upon receiving donations from nonstate sources sufficient to cover
23that cost, to erect those signs; and be it further

24Resolved, That the Chief Clerk of the Assembly transmit copies
25of this resolution to the Director of Transportation and to the author
26for appropriate distribution.
