          SUBJECT:  Officer Shaun Diamond Memorial Highway


          SUMMARY:  Designates a portion of Interstate 10 (I-10) in Los  
          Angeles County as the "Officer Shaun Diamond Memorial Highway."   
          Specifically, this resolution:  


          1)Recounts the life and accomplishments of Shaun Diamond, an  
            officer in the SWAT unit of the Pomona Police Department.


          2)Designates the portion of I-10 between the State Route 57  
            Interchange and the North Towne Avenue Exit in Los Angeles  
            County as the "Officer Shaun Diamond Memorial Highway."


          3)Requests that the California Department of Transportation  
            (Caltrans) determine the cost of appropriate signs, consistent  
            with the signing requirements for the state highway system,  
            showing the special designation and, upon receiving donations  
            from non-state sources covering that cost, to erect those  
            signs.


          EXISTING LAW:  Assigns Caltrans the responsibility of operating

          and maintaining state highways.  This includes the installation  
          and maintenance of highway signs.


          FISCAL EFFECT:  Unknown, but the measure requests that Caltrans  
          only erect the appropriate signage upon receiving donations from  
          non-state sources covering the cost.


          COMMENTS:  Officer Shaun Richard Diamond was a 16-year law  
          enforcement veteran, having worked for the Los Angeles and  
          Montebello police departments before joining the Pomona Police  
          Department (PPD) in 2006.  Officer Diamond served for six years  
          as a member of the PPD's SWAT unit and shared his expertise  
          training new recruits as a Field Training Officer.  In his most  
          recent assignment to the Pomona Downtown District Enforcement  
          Team, Officer Diamond acted as a liaison to the business  
          community and participated in community outreach efforts  
          including Special Olympics, Tip-A-Cop, and K-9 and SWAT  
          demonstrations for local school children.  On October 29, 2014,  
          Officer Diamond succumbed to a gunshot wound sustained the  
          previous day while performing his duties as a member of the SWAT  
          unit at the age of 45, leaving behind his mother and two  
          children.  This resolution designating a portion of I-10 in his  
          honor acknowledges the significant role Officer Diamond played  
          in his community.
