Assembly Concurrent Resolution No. 106—Relative to Diaper Need Awareness Week.

ACR 106, as introduced, Gonzalez. Diaper Need Awareness Week.

This measure would proclaim the week of September 28, 2015, to October 4, 2015, as Diaper Need Awareness Week and encourage California citizens to donate generously to organizations that distribute diapers to families in need.

P1    1WHEREAS, Diaper need occurs when a family does not have
2a sufficient supply of clean diapers to ensure that infants and
3toddlers are clean and healthy, and can adversely affect the
4well-being of young children and their families; and

5WHEREAS, One in three families experiences diaper need at
6some time while their children are less than three years of age, and
7nearly half of families delay changing a diaper to extend their
8supply; and

9WHEREAS, An infant or toddler requires an average of 50
10diaper changes per week over three years; and

11WHEREAS, Access to a reliable supply of clean diapers is a
12necessity for the health and welfare of infants and toddlers, their
13families, and child and health care providers; and

P2    1WHEREAS, Diapers cannot be purchased with CalFresh benefits
2or Women, Infants, and Children (WIC) vouchers; therefore,
3obtaining a sufficient supply of diapers can cause economic
4hardship for millions of families; and

5WHEREAS, Diaper need can be a barrier to child care due to
6the common requirement that a daily supply of diapers be provided
7by the child’s parent or guardian; and

8WHEREAS, California recognizes that addressing diaper need
9supports the health of, and economic opportunity for, low-income
10and middle class families, and the state has a vested interest in
11reducing diaper need; and

12WHEREAS, California is proud to be home to several strong
13nonprofit organizations working at the state and local level to
14combat diaper need; now therefore, be it

15Resolved by the Assembly of the State of California, the Senate
16thereof concurring,
That the Legislature proclaims the week of
17September 28, 2015, to October 4, 2015, as Diaper Need
18Awareness Week and encourages the citizens of California to
19donate generously to organizations that distribute diapers to
20families in need; and be it further

21Resolved, That the Chief Clerk of the Assembly transmit copies
22of this resolution to the author for appropriate distribution.
