ACR 115, as introduced, Mathis. Richard “Dick” Noles Memorial Highway.
This measure would designate a specified portion of State Highway 168 in the County of Inyo as the Richard “Dick” Noles Memorial Highway. The measure would also request the Department of Transportation to determine the cost of appropriate signs showing this special designation and, upon receiving donations from nonstate sources covering the cost, to erect those signs.

P1 1WHEREAS, Richard “Dick” Noles was born in Palo Alto,
2California, on June 23, 1933, to Cathryn and Clifford Noles, grew
3up in the Bakersfield area, and graduated from Bakersfield High
4School in 1951; and
5WHEREAS, Dick Noles spent summers on the Kern River where
6he met his wife-to-be, Pat, when they were both 13 years old, and
7they later married in 1952 and had two sons, Rick and David; and
8WHEREAS, Dick went to work for Southern California Edison
9in Kernville before transferring to Oxnard, Torrance and later to
10Bishop where he worked for many years before retiring in 1990;
11and
P2 1WHEREAS, Dick also enjoyed nearly 50 years of volunteer
2work in the Owens Valley, an area he dearly loved; and
3WHEREAS, Dick made many
contributions as an active
4volunteer on projects involving the expansion of parks, the
5improvement of water quality for wildlife in the local mountains,
6and the establishment of an Eastern Sierra All Terain Vehicle
7Adventure Trail System in Inyo County; and
8WHEREAS, Dick also helped to establish platforms for
9handicapped individuals at local ponds, and gathered volunteers
10to monitor radio collars on Buttermilk deer herd winter range areas
11so that the deer could be monitored to determine mortality rates
12and the cause of fatalities in those deer populations; and
13WHEREAS, Dick is survived by his wife of 63 years, Pat, his
14two sons, Rick and his wife Bonnie of Lee Vining, and David and
15his wife Jeannie of Bishop, five grandchildren, Pete Noles, Garrett
16Noles, Kari Face and her husband Dan, Kristin Noles, Kristi
17Houston and her husband Will, and four great grandchildren,
18Cameron, Corbin, Riley, and Aidan; now, therefore, be it
19Resolved by the Assembly of the State of California, the Senate
20thereof concurring, That the Legislature hereby designates that
21portion of State Highway 168 from its junction with State Highway
22Route 6 to 4090 California, at State Highway Route 168 in the
23County of Inyo, California, as the Richard “Dick” Noles Memorial
24Highway; and be it further
25Resolved, That the Department of Transportation is requested
26to determine the cost of appropriate signs showing this special
27designation and, upon receiving donations from nonstate sources
28sufficient to cover that cost, to erect those signs; and be it further
29Resolved, That the Chief Clerk of the Assembly transmit copies
30of this resolution to the Director of Transportation and to the author
31for appropriate distribution.
