This measure would designate a specified portion of Statebegin delete Highwayend deletebegin insert Routeend insert 168 in the County of Inyo as the Richard “Dick” Noles Memorial Highway. The measure would also request the Department of Transportation to determine the cost of appropriate signs showing this special designation and, upon receiving donations from nonstate sources covering the cost, to erect those signs.

2California, on June 23, 1933, to Cathryn and Clifford Noles, grew
3up in the Bakersfield area, and graduated from Bakersfield High
4School in 1951; and
5WHEREAS, Dick Noles spent summers on the Kernbegin delete Riverend deletebegin insert River,end insert
6 where he met his wife-to-be, Pat, when they were both 13 years
7old, and theybegin delete laterend delete married in 1952 and had two sons, Rick and
8David; and
9WHEREAS, Dick went to work for Southern California Edison
10in Kernville before transferring to Oxnard,begin delete Torranceend deletebegin insert
Torrance,end insert
P2 1 and later tobegin delete Bishopend deletebegin insert Bishop,end insert where he worked for many years before
2retiring in 1990; and
3WHEREAS, Dick also enjoyed nearly 50 years of volunteer
4work in the Owens Valley, an area he dearly loved; and
5WHEREAS, Dick made many contributions as an active
6volunteer on projects involving the expansion of parks, the
7improvement of water quality for wildlife in the local mountains,
8and the establishment ofbegin delete anend deletebegin insert
theend insert Eastern Sierra Allbegin delete Terainend deletebegin insert Terrainend insert
9 Vehicle Adventure Trail System in Inyo County; and
10WHEREAS, Dick also helped to establish platforms for
11handicapped individuals at local ponds, and gathered volunteers
12to monitor radio collars on Buttermilk deer herd winter range areas
13so that the deer could be monitored to determine mortality rates
14and the cause of fatalities in those deer populations; and
15WHEREAS, Dick is survived by his wife of 63 years, Pat, his
16two sons, Rick and hisbegin delete wifeend deletebegin insert wife,end insert
Bonnie of Lee Vining, and David
17and hisbegin delete wifeend deletebegin insert wife,end insert Jeannie of Bishop, five grandchildren, Pete
18Noles, Garrett Noles, Kari Face and herbegin delete husbandend deletebegin insert husband,end insert Dan,
19Kristin Noles, Kristi Houston and herbegin delete husbandend deletebegin insert husband,end insert Will, and
20fourbegin delete great grandchildren,end deletebegin insert

22Resolved by the Assembly of the State of California, the Senate
23thereof concurring, That the Legislature hereby designates that
24portion of Statebegin delete Highway 168 from its junction with State Highway begin insert Route
25Route 6 to 4090 California, at State Highway Route 168end delete
26168 from 4090 West Line Street to the junction of United States
27Highway 395,end insert in the County of Inyo, California, as the Richard
28“Dick” Noles Memorial Highway; and be it further
29Resolved, That the Department of Transportation is requested
30to determine the cost of appropriate signs showing this special
31designation and, upon receiving donations from nonstate sources
32sufficient to cover that cost, to
