Relative to the Richard "Dick" Noles Memorial Highway.
LEGISLATIVE COUNSEL'S DIGEST
ACR 115, as amended, Mathis. Richard "Dick" Noles Memorial
Highway.
This measure would designate a specified portion of State
Highway Route 168 in the County of Inyo as the
Richard "Dick" Noles Memorial Highway. The measure would also request
the Department of Transportation to determine the cost of
appropriate signs showing this special designation and, upon
receiving donations from nonstate sources covering the cost, to erect
those signs.

WHEREAS, Richard "Dick" Noles was born in Palo Alto, California,
on June 23, 1933, to Cathryn and Clifford Noles, grew up in the
Bakersfield area, and graduated from Bakersfield High School in 1951;
and
WHEREAS, Dick Noles spent summers on the Kern River
River, where he met his wife-to-be, Pat, when
they were both 13 years old, and they later
married in 1952 and had two sons, Rick and David; and
WHEREAS, Dick went to work for Southern California Edison in
Kernville before transferring to Oxnard, Torrance
Torrance, and later to Bishop
Bishop, where he worked for many years before retiring in 1990;
and
WHEREAS, Dick also enjoyed nearly 50 years of volunteer work in
the Owens Valley, an area he dearly loved; and
WHEREAS, Dick made many contributions as an active volunteer on
projects involving the expansion of parks, the improvement of water
quality for wildlife in the local mountains, and the establishment of
an the Eastern Sierra All
Terain Terrain Vehicle Adventure Trail System in
Inyo County; and
WHEREAS, Dick also helped to establish platforms for handicapped
individuals at local ponds, and gathered volunteers to monitor radio
collars on Buttermilk deer herd winter range areas so that the deer
could be monitored to determine mortality rates and the cause of
fatalities in those deer populations; and
WHEREAS, Dick is survived by his wife of 63 years, Pat, his two
sons, Rick and his wife wife, Bonnie of
Lee Vining, and David and his wife wife,
Jeannie of Bishop, five grandchildren, Pete Noles, Garrett
Noles, Kari Face and her husband husband,
Dan, Kristin Noles, Kristi Houston and her husband
husband, Will, and four great
grandchildren, great-grandchildren, Cameron,
Corbin, Riley, and Aidan; now, therefore, be it
Resolved by the Assembly of the State of California, the Senate
thereof concurring, That the Legislature hereby designates that
portion of State Highway 168 from its junction with State
Highway Route 6 to 4090 California, at State Highway Route 168
Route 168 from 4090 West Line Street to the junction
of United States Highway 395, in the County of Inyo,
California, as the Richard "Dick" Noles Memorial Highway; and be it
further
Resolved, That the Department of Transportation is requested to
determine the cost of appropriate signs showing this special
designation and, upon receiving donations from nonstate sources
sufficient to cover that cost, to erect those signs; and be it
further
Resolved, That the Chief Clerk of the Assembly transmit copies of
this resolution to the Director of Transportation and to the author
for appropriate distribution.
