          SUBJECT:  Richard "Dick" Noles Memorial Highway


          SUMMARY:  Names a 3.3 mile segment of State Route (SR) 168 from  
          4090 West Line Street to the junction of United States Highway  
          395 in the County of Inyo, California, as the Richard "Dick"  
          Noles Memorial Highway.  Specifically, this resolution:  


           1) Recounts the life and accomplishments of Richard "Dick"  
             Noles.


           2) Designates a portion of SR 168 in Inyo County, California,  
             as the Richard "Dick" Noles Memorial Highway.


           3) Requests that the California Department of Transportation  
             (Caltrans) determine the cost of appropriate signs,  
             consistent with the signing requirements of the state highway  
             system, showing the special designation and, upon receiving  
             donations from non-state sources covering that cost, to erect  
             those signs.


          EXISTING LAW:  Assigns Caltrans the responsibility of operating  
          and maintaining state highways including the installation and

          maintenance of highway signs.


          FISCAL EFFECT:  Unknown, but the measure requests that Caltrans  
          only erect the appropriate signage upon receiving donations from  
          non-state sources covering the cost.


          COMMENTS:  Richard "Dick" Noles was born in Palo Alto,  
          California on June 23, 1933.  Mr. Noles grew up in the  
          Bakersfield area, graduated from Bakersfield High School in  
          1951, and married his wife Pat in 1952.  Mr. Noles worked for  
          Southern California Edison for many years and retired in 1990.   
          Mr. Noles lived in the Bishop area and, after his retirement,  
          spent much time volunteering in the Owens Valley.  His volunteer  
          efforts included working on park expansions, improving water  
          quality for wildlife, and establishing an all-terrain vehicle  
          trail system in Inyo County.  


          Mr. Noles passed away on November 4, 2015.  He is survived by  
          his wife of 53 years, Pat, their sons Rick, and his wife Bonnie  
          of Lee Vining, and David, and his wife Jeanie of Bishop, as well  
          as numerous grandchildren and great grandchildren.  This  
          resolution acknowledges the significant contribution Mr. Noles  
          made to his community.
