SUBJECT: Richard Dick Noles Memorial Highway

DIGEST: This resolution designates a portion of State Route
168 in Inyo County as the Richard Dick Noles Memorial Highway.
ANALYSIS: This resolution designates the portion of State Route
168 in Inyo County from 4090 West Line Street to the junction of
U.S. Highway 395 as the Richard "Dick" Noles Memorial Highway.
The Department of Transportation is requested to determine the
cost of appropriate signs and, upon receiving sufficient
donations from nonstate sources, to erect those signs.
Comments
1)Purpose. This resolution is intended to honor the life and
service of Richard "Dick" Noles.

2)Background. Richard "Dick" Noles was born in Palo Alto,
California, on June 23, 1933, grew up in the Bakersfield area,
and graduated from Bakersfield High School in 1951. Mr. Noles
worked for Southern California Edison for many years before
retiring in 1990. Mr. Noles enjoyed nearly 50 years of
volunteer work in the Owens Valley. He made many
contributions to projects involving the expansion of parks,
the improvement of water quality for wildlife in local
mountains, and the establishment of the Eastern Sierra
All-Terrain Vehicle Adventure Trail System in Inyo County.
Mr. Noles also helped establish platforms for handicapped
individuals at local ponds and gathered volunteers to monitor
radio collars on the Buttermilk deer herd winter range areas.
Mr. Noles is survived by his wife of 63 years, two sons, five
grandchildren, and four great-grandchildren.
