SUBJECT: National Kidney Month

DIGEST: This resolution proclaims the month of March 2016, and
each year thereafter, as National Kidney Month in California,
expresses the Legislature's support of programs that work to,
among other things, increase awareness of kidney disease, and
encourages health care providers to engage in an aggressive
program for the treatment of diabetes and high blood pressure.
ANALYSIS: This resolution makes the following legislative
findings:
1)Kidney disease is the ninth leading cause of death in the U.S.
2)One in 10 adults in the U.S. live with kidney disease. More
than 26 million Americans have chronic kidney disease (CKD)
which is a progressive disease that may lead to premature
death or kidney failure, also known as end-stage renal disease
(ESRD). The only treatment options for kidney failure are a
kidney transplant or dialysis.

3)Nearly 616,000 Americans have ESRD, and more than 430,000 rely
on life-sustaining dialysis. More than 95,000 individuals are
waiting for kidney transplants.
4)According to statistics from the federal Centers for Disease
Control and Prevention:
a) African Americans are about three and a half times more
likely to develop kidney failure than Caucasians;
b) Latinos are one and a half times more likely to develop
kidney failure than non-Latinos; and
c) Asian and Pacific Islander Americans are twice as likely
to develop kidney failure as Caucasians.
5)In 1972, the U.S. Congress developed the Medicare End-Stage
Renal Disease program. In doing so, Congress ensured that
regardless of age or income, any American would have access to
life-saving dialysis care.
This resolution proclaims the month of March 2016, and each year
thereafter, as National Kidney Month in California, expresses
the Legislature's support of programs that work to, among other
things, increase awareness of kidney disease, and encourages
health care providers to engage in an aggressive program for the
treatment of diabetes and high blood pressure.
