Assembly Concurrent Resolution No. 120—Relative to information sharing agreements.

LEGISLATIVE COUNSEL’S DIGEST

ACR 120, as introduced, Mark Stone. Data trusts: at-risk children.

This measure would recognize that the Legislature supports the development of safe and secure data sharing between public education, social service, and research entities through the Silicon Valley Regional Data Trust as it pertains specifically to at-risk, foster, homeless, and justice-involved children and youth and their families, in order to better serve, protect, and improve the futures of these Californians.

P1    1WHEREAS, Children in California would benefit from a reliable
2and secure data sharing environment that would assist social service
3providers and public education institutions in best responding to
4the personal circumstances and needs of students and families and
5would allow researchers using aggregate data to better support
6these efforts; and

7WHEREAS, The mission of the Silicon Valley Regional Data
8Trust is to serve as a pilot demonstration site for addressing the
9needs of diverse communities using a comprehensive data-informed
10approach that provides quality services and promotes a healthy,
11safe, and prosperous community while safeguarding sensitive
12personal data; and

P2    1WHEREAS, Improved collaborations between agencies can
2help address the complex challenges of serving vulnerable
3California children and their families; and

4WHEREAS, The County of Santa Clara is currently participating
5in the FosterVision Project with the Santa Clara County Office of
6Education to share data about youth between schools and the
7county in the interest of improving services to foster and
8juvenile-justice-involved youth with appropriate protections to
9safeguard sensitive data; and

10WHEREAS, The establishment of information sharing
11agreements through a tri-county regional data trust utilizing the
12Santa Clara County Office of Education Data Zone as the hub in
13partnership with the University of California, Santa Cruz, will help
14ensure that data systems are interoperable within and across
15agencies and sectors by adopting common data standards,
16definitions, and language to best serve the children in those
17counties; and

18WHEREAS, In order to safeguard the privacy of California
19children and families, it is essential that the data trust strictly adhere
20to existing state and federal law requiring the protection of personal
21information and data pertaining to students and at-risk youth and
22follow data security industry best practices in the interest of
23protecting California’s most vulnerable youth while allowing
24appropriate data access and sharing; now, therefore, be it

25Resolved by the Assembly of the State of California, the Senate
26thereof concurring,
That the Legislature supports the development
27of safe and secure data sharing between public education, social
28service, and research entities through the Silicon Valley Regional
29Data Trust as it pertains specifically to at-risk, foster, homeless,
30and justice-involved children and youth and their families, in order
31to better serve, protect, and improve the futures of these
32Californians; and be it further

33Resolved, That the Chief Clerk of the Assembly transmit
34sufficient copies of this resolution to the author for appropriate
35distribution.
