This measure would recognize that the Legislature supports the development of safe and secure data sharing between public education, social service, and research entities through the Silicon Valley Regional Data Trust as it pertains specifically to at-risk, foster, homeless, and justice-involved children and youth and their families, in order to better serve, protect, and improve the futures of these Californians.

P2 1WHEREAS, Children in California would benefit from a reliable
2and secure data sharing environment that would assist social service
3providers and public education institutions in best responding to
4the personal circumstances and needs of students and families and
5would allow researchers using aggregate data to better support
6these efforts; and
7WHEREAS, The mission of the Silicon Valley Regional Data
8Trust is to serve as a pilot demonstration site for addressing the
9needs of diverse communities using a comprehensive data-informed
10approach that provides quality services and promotes a healthy,
11safe, and prosperous community while safeguarding sensitive
12personal data; and
13WHEREAS, Improved collaborations between agencies can
14help address the complex challenges of serving vulnerable
15California children and their families; and
16WHEREAS, The County of Santa Clara is currently participating
17in the FosterVision Project with the Santa Clara County Office of
18Education to share data about youth between schools and the
19county in the interest of improving services to foster and
20juvenile-justice-involved youth with appropriate protections to
21safeguard sensitive data; and
22WHEREAS, The establishment of information sharing
23agreements through a tri-county regional data trust utilizing the
24Santa Clara County Office of Education Data Zone as the hub in
25partnership with the University of California, Santa Cruz, will help
26ensure that data systems are interoperable within and across
27agencies and sectors by adopting common data standards,
28definitions, and language to best serve the children in those
29counties; and
30WHEREAS, In order to safeguard the privacy of California
31children and families, it is essential that the data trust strictly adhere
32to existing state and federal law requiring the protection of personal
33information and data pertaining to students and at-risk youth and
34follow data security industry best practices in the interest of
35protecting California’s most vulnerable youth while allowing
36appropriate data access and sharing; now, therefore, be it
37Resolved by the Assembly of the State of California, the Senate
38thereof concurring, That the Legislature supports the development
39of safe and secure data sharing between public education, social
40service, and research entities through the Silicon Valley Regional

2and justice-involved children and youth and their families, in order
3to better serve, protect, and improve the futures of these
4Californians; and be it further
5Resolved, That the Chief Clerk of the Assembly transmit
6sufficient copies of this resolution to the author for appropriate
7distribution.
