BILL ANALYSIS Ó ACR 123 Page 1 Date of Hearing: March 14, 2016 ASSEMBLY COMMITTEE ON TRANSPORTATION Jim Frazier, Chair ACR 123 (Steinorth) - As Amended February 22, 2016 SUBJECT: Sheriff's Deputies Ronald Wayne Ives and Daniel Jess Lobo, Jr., Memorial Highway SUMMARY: Designates a specified portion of State Highway Route (SR) 15 in San Bernardino County as the "Sherriff's Deputies Ronald Wayne Ives and Daniel Jess Lobo, Jr. Memorial Highway." Specifically, this resolution: 1)Recounts the life and careers of San Bernardino County Sherriff's Deputies Ronald Wayne Ives and Daniel Jess Lobo, Jr., both lost in the line of duty. 2)Designates that a portion of State Highway Route 15 from its junction with State Highway Route 210 to Sierra Avenue in the County of San Bernardino as the "Sheriff's Deputies Ronald Wayne Ives and Daniel Jess Lobo, Jr., Memorial Highway." 3)Requests that the California Department of Transportation (Caltrans) determine the cost of appropriate signs, consistent with the signing requirements for the state highway system, showing the specific designation and, upon receiving donations from non-state sources covering that cost, to erect those ACR 123 Page 2 signs. EXISTING LAW: Assigns Caltrans the responsibility of operating and maintaining state highways including the installation and maintenance of highway signs. FISCAL EFFECT: Unknown, but the measure requests that Caltrans only erect the appropriate signage upon receiving donations from non-state sources covering the cost. COMMENTS: The author seeks to honor two deputes of the San Bernardino Sherriff's Department who were lost in the line of duty over ten years ago. Specifically, Sheriff's Deputy Ronald Wayne Ives was an eight-year veteran of the San Bernardino Sheriff's Department. He graduated from the Sheriff's Training Academy in 1996 and was eventually promoted and assigned to Patrol at Rancho Cucamonga Station. Deputy Ives was lost in the line of duty on September 1, 2004 in Rancho Cucamonga. While on patrol a SUV ran a red light and struck his motorcycle at approximately 50 miles per hour, and he later succumbed to his injuries. He was an active pillar of his community, and was survived by his wife Karen and son Blake. Sheriff's Deputy Daniel Jess Lobo, Jr. served the San Bernardino Sheriff's Department for 11 years. He graduated from the Sheriff's Training Academy in 1994, and was assigned to the West Valley Detention Center before he was promoted and assigned to patrol at the Rancho Cucamonga Station in 1998. Deputy Lobo was lost on October 11, 2005, while responding to an accident. He was remembered for his devotion to his family, and was survived by wife, Jennifer, and three daughters, Kiley, Kadie, and Maddison. ACR 123 Page 3 Deputies Ives and Lobo served the County of San Bernardino valiantly, and both men made the San Bernardino community a safer place. This resolution permanently memorializes their sacrifice.
