Assembly Concurrent Resolution No. 134—Relative to the Simi Valley Police Officer Michael Clark Memorial Overcrossing.

LEGISLATIVE COUNSEL’S DIGEST

ACR 134, as introduced, Wilk. Simi Valley Police Officer Michael Clark Memorial Overcrossing.

This measure would designate the First Street Overcrossing of State Highway Route 118 in the City of Simi Valley as the Simi Valley Police Officer Michael Clark Memorial Overcrossing. The measure would also request the Department of Transportation to determine the cost of appropriate signs showing this special designation and, upon receiving donations from nonstate sources covering the costs, to erect those signs.

P1    1WHEREAS, Michael Clark was born in Massachusetts on
2August 12, 1966, his family later moved to Ventura County, and
3he was raised in Thousand Oaks, where he graduated from
4Westlake High School in 1984; and

5WHEREAS, Michael Clark served in the United States Marine
6Corps from December 1984 to August 1988 as a Navy diver,
7assigned to “A” Company 3rd Reconnaissance Battalion and
8stationed in Kaneohe Bay, Hawaii; and

9WHEREAS, Michael Clark achieved a life long goal of
10becoming a police officer when he joined the Los Angeles Police
P2    1Department in May 1989. He was assigned to the Devonshire
2Division, where he served as a patrol officer. Officer Clark later
3joined the Simi Valley Police Department in March 1995, where
4he also served as a patrol officer; and

5WHEREAS, On August 4, 1995, Officer Clark was killed in
6the line of duty while handling a “check the welfare” call at the
7request of the Ventura County Mental Health Department at a
8residence in Simi Valley, where he was shot with a semi-automatic
9handgun by the person he was attempting to assist; and

10WHEREAS, Officer Clark was known as self-motivated, a high
11producer, a thorough investigator, and someone who could be
12counted on to get the job done with minimal supervision, and he
13was well-liked by his fellow officers and supervisors; and

14WHEREAS, Officer Clark was not only a devoted police officer,
15but also a devoted husband and father, and someone who could
16be called upon to repair or construct anything; and

17WHEREAS, Officer Clark was the first Simi Valley police
18officer to die in the line of duty; and

19WHEREAS, Officer Clark is survived by his wife, Jenifer, who
20he married in 1992, and their son Bayley, who was only five
21months old at the time of his death; and

22WHEREAS, It is appropriate to memorialize the service and
23sacrifice of Officer Clark by designating an overcrossing of State
24Highway Route 118 in the City of Simi Valley in his honor; now,
25therefore, be it

26Resolved by the Assembly of the State of California, the Senate
27thereof concurring,
That the Legislature hereby designates the
28First Street Overcrossing of State Highway Route 118 in the City
29of Simi Valley as the Simi Valley Police Officer Michael Clark
30Memorial Overcrossing; and be it further

31Resolved, That the Department of Transportation is requested
32to determine the cost of appropriate signs consistent with the
33signing requirements for the state highway system showing this
34special designation and, upon receiving donations from nonstate
35sources sufficient to cover the cost, to erect those signs; and be it
36further

P3    1Resolved, That the Chief Clerk of the Assembly transmit copies
2of this resolution to the Director of Transportation and to the author
3for appropriate distribution.
