          SUBJECT:  Simi Valley Police Officer Michael Clark Memorial  
          Overcrossing


          SUMMARY:   Designates the First Street Overcrossing of State  
          Highway Route 118 in the City of Simi Valley as the "Simi Valley  
          Police Officer Michael Clark Memorial Overcrossing."  
          Specifically, this resolution:  


          1)Recounts the life and accomplishments of Michael Clark, patrol  
            officer with the Simi Valley Police Department. 


          2)Designates the First Street Overcrossing of State Highway  
            Route 118 in the City of Simi Valley as the "Simi Valley  
            Police Officer Michael Clark Memorial Overcrossing."


          3)Requests that the California Department of Transportation  
            (Caltrans) determine the cost of appropriate signs, consistent  
            with the signing requirements for the state highway system,  
            showing the specific designation and, upon receiving donations  
            from non-state sources covering that cost, to erect those  
            signs.


          EXISTING LAW:  Assigns Caltrans the responsibility of operating  
          and maintaining state highways including the installation and  
          maintenance of highway signs.

          FISCAL EFFECT:  Unknown, but the measure requests that Caltrans  
          only erect the appropriate signage upon receiving donations from  
          non-state sources covering the cost.


          COMMENTS:  The author seeks to honor the only Simi Valley  
          officer to die in the line of duty, Officer Michael Clark.   
          Officer Clark served in the United State Marine Corps as a Navy  
          diver in the mid-1980's stationed in Kaneohe Bay, Hawaii.  He  
          joined the Los Angeles Police Department in May 1989 and was  
          assigned to the Devonshire Division, where he served as a patrol  
          officer.  Officer Clark later joined the Simi Valley Police  
          Department in March 1995, where also served as a patrol officer.  
           On August 4, 1995, Officer Clark was killed in the line of duty  
          while handling a "check the welfare" call at the request of the  
          Ventura County Mental Health Department at a residence in Simi  
          Valley.  He was shot by the person he was attempting to assist.   
          Officer Clark was noted as a thorough investigator and  
          well-liked by his fellow officers and supervisors.  He is  
          survived by his wife and son. This resolution designating the  
          First Street Overcrossing is appropriate to memorialize the  
          service and sacrifice of Officer Clark.
