DIGEST: This resolution designates the First Street
Overcrossing of State Highway Route 118 in the City of Simi
Valley as the Simi Valley Police Officer Michael Clark Memorial
Overcrossing.
ANALYSIS: This resolution designates the First Street
Overcrossing of State Highway Route 118 in the City of Simi
Valley as the Simi Valley Police Officer Michael Clark Memorial
Overcrossing. The Department of Transportation is requested to
determine the cost of appropriate signs and, upon receiving
sufficient donations from non-state sources, to erect those
signs.

1)Purpose. This resolution is intended to honor the life and
service of Michael Clark.
2)Background. Michael Clark was born in Massachusetts on August
12, 1966. His family later moved to Ventura County, raising
him in Thousand Oaks, where he graduated from Westlake High
School. Mr. Clark served in the United States Marine Corps
from December 1984 to August 1988 as a Navy diver. Mr. Clark
achieved a lifelong goal of becoming a police officer when he
joined the Los Angeles Police Department in May 1989. On
August 4, 1995, Officer Clark was killed while on duty
handling a "check the welfare" call at a residence in Simi
Valley, where he was shot with a semi-automatic handgun by the
person he was attempting to assist.
Officer Clark is survived by his wife and a son.
